Hill said he sha'red some of
the ,concerns of Turkheim
because committee of the
whole is misconstrued. He
said, certain. sectors of the
community feel that the
board is dealing with a lot of
items behind the curtain of
committee of the whole and is
really operating the
education system in that
manner.
Hill said that ,is not the
case, pointing out that in most
cases sensitive issues are
handled in private for. the
West Wawanosh
• West ' Wawanosh Township
Council met for its regular session
on Tuesday afternoon, February
7th, with all members in attend-
ance and Reeve Lyons presiding.
The minutes of the January
meeting were .read and adopted'
on motion of Councillors Foran
and Stothers.
. Conservation Officers Bob
Pegg and Ken Henry from the
Wingham Office of the Ministry
• of Natural Resources attended the
meeting to ask about any
problems Council may have
encountered in regard to matter's
within their jurisdiction, and also
to
to remind Council that they Are
• always available to assist with
such problems., "Dogs-running-
deer",--vThich is the Ministry's big
trouble area right now, was
discussed.
A resolution from the County of
Grey "that the Minister .of
Education beasked to consider
restructuring the present systern
of local Boards of Education to
make the Ontario Educational
system more responsible to the
people" was endorsed by West
Wawanosh Township Council on
motion of Councillors Foran and
Hickey.
The Building Inspector was
present 'and reported to Council
that a preliminary request about
construction of a new barn had
been received. Council directed
the Clerk to write the Planning
Board to ascertain the land
designation of the area of the
proposed new construction.
A motion by Councillors Foran
and Hickey authorized.the Clerk
to advertise for applications for a
person to count dogs in the
•Township.
The Reeve and Clerk were
authorized to apply for the annual
subsidy on Toad expenditures
covering the year 1977 in the
amount of $148,805 on ,motion of
Councillors Hickey .and Foran.
By-law #3, 1978, imposing a
special rate on certain properties
in the Township_ to cover tile
drainage loans, was given third
reading and finally passed on
motion of Councillors Cranston
and Hickey.
The Clerk was directed to notify
owners on the Murray Drainage
Works that their attendance is
requested at the next Council
meeting to discuss the necessity
of a clean out of the drain.
Problems concerning a Fence -
viewers' Award was raised by
Councillor Cranston, and Council
directed the Clerk to contact the
Fenceviewers in regard to resolv-
ing certain of the problems.
The road accounts were order-
ed.paid on motion of Councillors
Stothers and Foran.

added that to permit com-

of the whole and keep sub-
jects. as "confined as
possible".
Turkheim said the lengthy
committee of the whole
sessions were not giving
board committees enough
time to handle their business
after the board session. He
added that four trustees,
members of the executive
Committee-, drive to Clinton
for the committee of the
whole session and have no
business after that and the
board pays the cost .for them
to be there. He suggested that
by reverting to the old system
of meeting in private before
the regular board meeting the
board may save money.

Elliott suggested that the
executive committee could
Meet as well as the other
board committees which
would permit the board to
take full advantage of the
time of the executive com-
mittee members.
Shirley Hazlitt, trustee for
Colborne, reminded the board
that the new system of
committees and meetings
was adopted by the board on a
one-year trial basis. She said
that if the board only tries the
system once it isn't "being
fair to fife system".
She added that already
some things are being taken
out of committee of the whole
referring to one item on the
agenda that last year she felt
would not have been made
public.
Elliott reminded the board
that a motion had been
passed that committee of the
whole sessions begin at 7:00
p.m. sharp and not go longer
than an hour and a half. He

The chairman said the
board may have to start on
the committee of the whole
agenda and handle what
business it can within that
time frame. What business
isn't taken care of will have to
be done in public at the
regular board meeting that
month.
