The Bruce County. Children's Aid Society has decid-
ed it won't amalgamate with either of its. neighbours, at
least not in the near future.
The CAS did separate feasibility studies on amalga-
mating with the Grey/Owen Sound CAS or the Huron
Children's Aid. Those studies considered financial com-
patibility, benefits to service and similarity of the
"working culture" of the proposed partners.
According to a report released at the November coun-
cil session, the amalgamation with the Huron CAS could
be financially beneficial. The two agencies had "a good
fit" culturally, but would require changes to service sys-
tems. The report predicts the retrofit would result in "a
significant enhancement" of service for both counties.
By comparison, amalgamation with Grey/Owen
Sound CAS would give inequal financial benefits in
favour of Bruce. Service could be enhanced by the amal-
gamation, but differences in the working culture
between the geographic areas and the two agencies were
described as "a clear impediment to merger".

Before the Bruce CAS board could rnake a decision
on the results of the feasibility studies, the Ministry of
Community and Social Services asked for a delay.
Instead, the Bruce CAS is now searching for its own
executive director, who will be hired on a full time con-
tract.
Huron CAS director Tom Knight has been acting as
director in Bruce since the resignation of former director
Anne Lumsden. Knight's contract is up at the end of the
year.
Knight said the CAS has been hit with a dramatic
increase in demand for service over the past year with a
41 per cent increase in intakes. The number of families
being served by the CAS is up 22 per cent, while the
number of abuse investigations by the end of September
surpassed the total fog all of 1995.
At the same time, the Bruce CAS gets $107 funding
per child, compared to a provincial average of $155 and
a high of $500.
"These figures translate into a distinct lack of very
needed service," Knight said.
