Nursing home operators learned more
details last week about the Harris govern-
ment's plans to shift the funding of
Ontario's long term care services for the
elderly as part of the "Who Does What"
exercise currently underway at Queen's
Park.
Through media leaks in the press it
was learned of a cabinet proposal to
require municipalities in the future to
contribute 50 per cent of the cost of the
province's $2 billion Long Term Care
program including nursing homes, homes
for the aged and home care services.
The real issue, says Fred Janzen, oper-
ator of Pinecrest Nursing Home, is "The
government is planning to take responsi-
bility for the $8.2 Killion in education
financing away from municipalities. In
exchange they want municipalities to
take on other financial responsibilities.
Cabinet has developed an $8.2 billion
shopping list of miscellaneous costs they
want to pass on to municipalities. The
long term care program is on the list even
though there are significant public policy
issues including the potential for negative
impacts on the elderly. Jansen is also
concerned about how the programs will
he governed and run and whether there
will he some toren (if shared responsihili-
ty.
Nursing home operators across the
province are very worried about the
iinpact the government's proposal will
have on the future of lung terra care ser-
vices for the elderly. The points they
want the government to think about inure
carefully include:
I The chair of the health Services
Restructuring Commission, I)r. Duncan
Sinclair, has already said that fragment-
ing health care by shifting costs to the
municipalities is a "mistake" that the pro-
posal would tnakc comprehensive reform
of the health system "infiniely more diffi-
cult," and that it would defintely derail
any plans to move Ontario towards an
integrated health system. •
2)- It has taken 10 years and strong
provincial direction to move this far in
the reform of long term care services for
the elderly. The new proposal puts this
progress at risk and, as with other provin-
cial/municipal shared programs, will
result in, weakened governance, confused
policy direction, and higher administra-
tion costs for local taxpayers.
3) The provincial government is aware
that long term care facilities alone are
already under -funded by $251) million
annually. At the same time Ontarions are
expecting exponential growth in demand
for these services as the baby boom ages
(and demands for the education system
decline). Elderly citizens and their fami-
lies do not want to get caught in yet
another cost-sharing money battle
between the province and the municipali-
ties when this massive unfunded liai)ility
comes due.
4) The Common Sense Revolution
promised to di.engage provincial -munici-
pal programs thereby eliminating waste-
ful overlap and duplication and to reduce
the sin• of the bureaucracy. The govern-
ment's proposal actually creates a nes,
provincial -municipal share pt0.glain that
will lead to more overlap, duplication ;tact
confusion, the very things that were sup-
posed to he eliminated.
"We understand and support the gov-
ernment's commitment to deal with the
province's financial -situation," Janren.
said. "We do believe, however, that this
proposal will have very serious negative
effects on services for the elderly now
and in 114 future and we urge the govern-
ment to take more time to understand the
implications."
