thing municipalities have
to look forward to with the
Maitland Valley
Conservation Authority's
1997 service plan.
The plan is being pre-
sented in a series of four
meetings for the authori-
ty's host municipalities.
One was held Nov. 27 at
the Colborne Township
Office.
"We're trying to keep
our members informed
about what we're doing in
1997," said Jayne
Thompson of the MVCA.
While taking into con-
sideration a reduction of
$364,000 in 1996 and an
expected cut of about
$55,000 in 1997,
Thompson said the munic-
ipalities that have attended
the meetings so far, have
been pleased.
The proposed budget
for 1997 is $743,934 with
an expected surplus of
$21,065.
To help deal with the
funding cuts, first
announed in 1995, the
MVCA is working on a
number of cost-saving
plans.
One includes a partner-
ship with other authorities.
Thompson said the
Maitland authority has
formed links with the
Upper Thames
Conservation Authority
and the Ausahle
Conservation Authority to
share some of their ser-
vices.
For example, in 1997,
the Ausable Conservation
Authority will be looking
after the payroll for the
MVCA while the MVCA
will be sharing some
aspects of planning with
Ausable.
The MVCA has -also-
reduced its hoard from 29
members to 12.
Member municipalities
have been placed into 12
groups of two to four
municipalities. Each of.
those • groups will be
allowed one member on
the board.
Goderich and Colborne
Township are in one group
while Goderich Township
is linked with Clinton and
Huliet Township.
Lucknow is linked with
Huron Township and
Kinloss Township.
Seaforth is linked with
McKillop Township and
Logan Township.
Among its goals for
1997 is an update on its
master plan for Falls
Reserve Conservation
Area. This will include an
emphasis on developing
an information and educa-
tion service for visitors
that will teach about the
environmental signifi-
cance of the Maitland
River valley.
There are also plans to
meet with East anti West
Wawanosh Township
councils to discuss their
views on maintaining the
campground at Wawanosh
Park in its location on a
flood plain. The MVCA is
also looking at charging a
day -use fee next year.
The MVCA is also
planning to look into more
partnerships with service
clubs, volunteers and com-
munity groups for the
maintenance. and manage-
ment of its day -use prop-
erties.
The MVCA operates 22
properties as "conserva-
tion area facilities" includ-
ing 490 acres at the
Saratoga Swamp and 192
acres at Falls Reserve, the
two largest of its proper-
ties.
The authority's mission
is to preserve, restore,
enhance and sustain water-
shed soil and resources.
Hold Christmas meeting

Presbyterian WMS began
with pot luck lunch in the
church on Dec. 4.
President Norma
Raynard welcomed every-
one and led in the worship
service from the Glad
Tidings. Donalda Moffat
played for all the carols as
well as "0 Holy Night"
while the offering was
being collected.
The rollcall was
answered with a stamped
Christmas card to be sent

Band honors Pipe Major

The Lucknow Legion
Pipe Band held their annu-
al pre -Christmas pot luck
brunch on Dec. 1 at South
Kinloss Church basement.
The highlight was hav-
ing Frank and Muriel
MacKenzie as honored
„guests. Frank was present-
ed with a gift as a token of
the bands' appreciation.
Frank started this band
in 1986 as he was so inter-
ested and encouraged peo-
ple of the community to
start to learn how to play
on the chanter and then to
progress onto the bag-
pipes,
It was July 1, 1992 that
Frank first entered the
band in a local parade
after many years without a
town band.
Frank tirelessly gave of
himself to build up the
band in subsequeyears

but had to retire from his
position as Pipe Major and
had to discontinue playing
the pipes himself after the
Kirkin' of the Tartan ser-
vice at Lucknow
Presbyterian Church in
August, 1996.
Frank has since been
going back and forth to
London hospital for treat-
ment and as of
Wednesday, had an opera-
tion to remove two fingers
from his right hand.
This brings to a close of
a very outstanding career
of piping for Frank who
served Lucknow commu-
nity for many, many years.
Now the community
extends a message of spe J
c,ial thoughts and memo-
ries and wishes for a
speedy recovery for Frank.
The community wishes
John MacKinnon get well
wishes, after his operation
in London hospital last
week. Hope he will be up
and out again real soon.
Congratulations to
those that worked to make
such a great float for the
Santa Claus parade on
Friday evening.
