Kincardine
this month
The sound of the bag-
pipes will be heard in
Kincardine like they have
never been heard before,
when the 78th Fraser
Highlanders Pipe Band
of Toronto performs live,
in concert, at
Kincardine's Aztec
Theatre on Saturday,
Nov. 23.
The world renowned
Frasers is the band to
which world champion
bass drummer Craig
Colquhoun of Kincardine
belongs. Other members
of the bas 'section are
rhythm tenor drummers
Reagan Jones,
Kincardine; Yvan Gagne,
Waterloo; and flourishing
tenor drummer, Tyler
Fry, Kincardine.
Bruce MacLean of
Bruce Township is a
piper in the band.
Since its inception, in
1981, the Frasers have
endeavored to develop
and promote a Canadian
style of Scottish music. It
has played a major role
in changing the percep-
tion of what artistically
can and can't be done in
pipe bands. Today, the
piping world looks to the
Frasers for fresh and
innovative ideas.
Tickets are available at
Stedman's or Shelly's
Bistro, both on Queen St.
in Kincardine, or from'
any Kincardine Scottish
Pipe Band member. The
cost is $18 in advance or
$20 at the door.
Lottery
The Huron -Perth
Catholic Separate
School Board expects
to raise between
$150,0.00 and $200,000
from the ,Fantasy. '97
lottery. The money will
go to improve technolo-
,gy in the schools.
"We already took
money out of the bud-
get in that area. We
should put it back,"
said Clinton area

Municipalities should
control their own fate

municipalities should
control their own fate and
more importantly their
own garbage.
The county wants
to`optimize' and close
existing landfill sites in
several municipalities
and develop landfill sites
near Exeter and in Morris
Twp. to create two waste
management zones (north
and south).for the future.
Then, as each of land-
fill sites was closed, the
municipalities that used
those sites would have
their waste directed to
one of the newly devel-
oped and expanded sites.
But Carnochan thinks
the municipalities should
be able to work out their
own arrangements with-
out, the help of the coun-
ty
He said if one munici-
pality fills its landfill site
and needs to use another
landfill, they should have
the right to go wherever
they want and the receiv-
ing municipality should
be able to set a fee to
cover the costs dealing
with the extra waste.
"Municipalities should
control their own fate,"
he said.."Why should 1
contribute to something'
30 years down the road
(the'Exeter and Morris
landfill sites) when 1
don't know even if I'm
going 10 need it."
With alternative waste
technologies continually
extending the life of
landfill sites, the opinion
of several councillors
was that the county
should get out of waste
management all together,.
Coun. Allan Gibson from
Ashfield Twp. said he
has concerns about giv-
ingmoney to developing
landfill sites Ashfield
Twp. residents may never
have to use;
"l_think we (Huron
County) should get out ot
the landfill site business
and let the municipaliti' s
handle it themselves."
said Gibson.
Too many questions
In the light of restruc-
turing by the province.
Coun. Mason Bailey of
Blyth said there are sim-
ply too many question
regarding the future ot
waste management to be
putting any ,money
toward any site at this
time.
Bailey recommended
the county impose a three
to five year moratorium
on any spending for
waste management --
"Until we know who we
are and wherewe are
going."
Davidson said a mora-
torium on waste manage-
ment spending might
seem like a good idea but
it would only work if the
people of the county
agreed to place a morato-
rium on producing
garbage.
He said some of the land-
fill sites being used by
municipalities in the
county will reach their
capacity within a .five.
year period and those
municipalities will need
to redirect their garbage
to another site.
Before that time,
Davidson said money
will have to be spent
preparing the sites to be
waste outlets. "Work has
to be done to get these
sites ready to receive,"
said Davidson.
Davidson said his
department is looking 30
to 40 yearsinto;- the
future, not just at the life
span of individual munic-
ipal sites.
He said they realize
some municipalities have
a greater capacity in their
landfill sites than others
and some may not need
the use of a zone dump
for decades.
"What the county is
doing is helping all
municipalities deal with
their waste," he said.
The Waste Manage-
ment Master Plan will
also include continued
emphasis on promoting
recycling efforts and
monitoring opportunities
for export and incinera-
tion. •
What most concerned
the councillors, however,
was what the master plan
would have to say about
compensation payments
to Morris and Exeter for
the work done to develop
their sites.
Coun. Elliot of Morris
Twp. said he needs that
compensation money to
improve his dump before
the garbage from•the rest
of the county starts. to
arrive.
He said there is no
way he is going hack to
his taxpayers and ask
them to' foot the bill for
the county's garbage. He
presented it as a now or
later proposition:
He -said he needs a
grant or a loan from the
county to pay for the
expansion of his site.
And if the money comes
in the form of a loan, he
said the municipalities
can expect to pay higher
user fees.
"As long as I'm the
Reeve of Morris Twp.,
I'm not going to wait for
garbage. There must be
.money -up -front to get
ready," said Elliot.
