nd petro-eum industries
Ontario is changing the
way it regulates the
aggregates and petroleum
industries to make indus-
try more accountable for
meeting strict provincial
standards, Natural
Resources Minister Chr:s
Hodgson announced last
week.
As part of the govern-
ment's on-going efforts
to eliminate barriers to
job creation, the ministry
has been working with
the Red Tape Review
Commission to reduce
the impact of its regula-
tions and practices on
business growth.
"Changes to the min-
istry's aggregates and
petroleum programs will
eliminate red tape and
inefficiency, streamline
delive y and remove bar-
riers to private sector job
I:>
creation," Hodgson said.
"This restructuring wall
maintain Ontario's lead-
ership in regulating the
two industries and
improve the Ministry of
Natural Resources'
(MNR) enforcement
capability to ensure regu-
latory compliance."
MNR will work with
the aggregates industry to
develop a compliance
partnership where the
industry will he responsi-
ble for day-to-day site
inspections and monitor-
ing, while the ministry
will concentrate on audit-
ing and enforcernent.
Hodgson • also
announced changes to
modernize petroleum
regulations and bring
them more in line with
other jurisdictions.
A new type of well
lice County farm report
w
es ft
tes
licence, for example, wall
make regulatory and
administrative processes
more efficient, while
making it clear that
landowners and well
operators are responsible
for registering their wells
and aneeting strict
provincial standards.
Changes to the act will
also support enforcement
efforts, by increasing the
maximum fine for
offences under the
Petroleum Resources Act
to $500,000 from
$10,(110.
Detailed technical stan-
dards will be developed
in consultation with
industry representatives
and will be similar to
current Canadian

Short supply and
. uncertain weather condi-
tions have kept old crop
and new crop corn and
soybean prices sneaking
upwards. -
t
Out local corn price is
determined by influences
and supplies in the
United States.
Unfortunately, sup-
plies are tight and their
weather is no different
than here. So until the
market receives good
indications of the amount
of corn that is in the
group4 and growing,
prices are not expected to
weaken.
So what do you do in
the meantime? Figure out
your cost of production
so you know 'at what
point you need to make
ration or marketing
changes or elect to
remain empty. Explore
forward - contracting
opportunities and risk
management tools as they.
might apply to your oper-
ation.
Last but no least,' do a
good job of managing the
aspects of your operation
that you do have control
over.,
