"If all of our community's Children are safe and well then there is no role for an orgarg- zation such as ours." The Children's Aid Society ,(CAS) of Huron County has changed .'significantly in the past four years amidst funding cutbacks from 'various levels of government. Knight gave a brief overview of the .society, directions being taken and its financial position to council. "We're similar to ,the police force in that we enforce civil law," said Knight "as it relates to the protection of cbildren." In response• to cutbacks the. CAS board of directors hs reduced expenditures by 7.2. per cent of its base budget • since 1993. "During the past three years we have been able to reduce the number of days that chil- dren •spend in the care of the •seciety by 20 per cent. The care service represents the' most intru,sive part of our sys- • tem; It is very necessary but is used.011.Y: in very difficult situ- ations," stated Knight in his report. "Removal of children from, their home is the last- step well go through," he said. , The CAS of Huron has entered into community part- nerships in the past few years to enhance its service and reduce. costs. These partners include the Huron Coordinating Council for Children and Youth, Huron County Beard Of Eslucation, th WOMellIS Shelter and Human Resources Canada. , The biggest future potential .cost savings„ says Knight, would come with the possible Merger 'with the Nice County CAS.
