Children Aid Society has changed over years
by bavid Scott
"The primary goal of the
Children's Aid Society of
Huron Ceunty is to work our
selves out of a job," xecutive
Director Thomas Knight told
lit!ron County ,Council on
March 28..
"If all of our community's
Children are safe and well then
there is no role for an orgarg-
zation such as ours."
The Children's Aid Society
,(CAS) of Huron County has
changed .'significantly in the
past four years amidst funding
cutbacks from 'various levels
of government. Knight gave a
brief overview of the .society,
directions being taken and its
financial position to council.
"We're similar to ,the police
force in that we enforce civil
law," said Knight "as it relates
to the protection of cbildren."
In response• to cutbacks the.
CAS board of directors hs
reduced expenditures by 7.2.
per cent of its base budget
• since 1993.
"During the past three years
we have been able to reduce
the number of days that chil-
dren •spend in the care of the
•seciety by 20 per cent. The
care service represents the'
most intru, sive part of our sys-
• tem; It is very necessary but is
used.011.Y: in very difficult situ-
ations," stated Knight in his
report.
"Removal of children from,
their home is the last- step well
go through," he said. ,
The CAS of Huron has
entered into community part-
nerships in the past few years
to enhance its service and
reduce. costs. These partners
include the Huron
Coordinating Council for
Children and Youth, Huron
County Beard Of Eslucation,
th WOMellIS Shelter and
Human Resources Canada. ,
The biggest future potential
.cost savings„ says Knight,
would come with the possible
Merger 'with the Nice County
CAS. 'A feasibility assess-
ment has been completed, and
it points very positively to the
potential, for merger and for,
thOilevelopment of more con-
sistency, greater ease. of Access'
-and significant cost savings...
.There is a firm eaintnitinent by
both CAS boards to move the
process forward and it fits very
well within the directions'
articulated by the province,"
states the. Huron Executive
Director's report.
In }tarot) County we pay
$/26 per child on child wel
fare services per year, below
the.provincial average a $157.
Ift1T011 Courity's share of the
CAS budget has been reduced
from $462,823 in 1982 to
$424,049 in 1996 The agency
has also 'reduced expenditures
by $180,000 since 1992.,
Reeve Bill Mickle of Exeter
had.questions about a motion
by Baron County Council's
agrieulture. and public works
comMittee that allows for
reimbursement to local mimic-
ipalities for loss of taxes on
reforestation properties.,
"In talking with the assess-
ment department, "county is not
obligated to pay taxes on prop-
erty or buildings.. We Won-
• dered why they would be,pay-
ing. on forestry through this
resolution:" Nitekile said under
Section 10 of the Trees At
county has the option to pay or
not pay municipalities for land
required for forestry purpose&
• "I remember not too long
• ago discussing here from an
urban standpoint, urban
rebates, 1 was told that 25 per
cent of urban rebates were
subsidized by the government
and,being removed through the
transfer of payment reduction,
which meant that the 15 per
cent which the county had put
into place was optional of the
county.
"1 think in all fairness, the
15 per cent of the payment of
highway levies that go to the
county from municipalities
