You know you live in a rural area when there's a bounty
on;beavers•and a user fee on libraries*
Bruce county voting g council, against the advice of its
irn
finance committee, decided to continue paying bounties
for beaver and: coyote. M the same time, it will start charg-
ing

cost Bruce tarp a' era $29,250 in 1995. The library, mean-
while, has been told by the finance Committee to come up
with °$60,000 in revenue; if i[t hopes to avoid a.four-week
shutdowiai this year"
County councillors cited: protection . to livestock and
property in their decision to:continue .paying bounties. •
"Come springtime, our works crew has to go out with
only that job Of clearing beaver dams) rin 4,mind,"" said
Bruce township reeve Howard Ribey:
Kincardine township reeve Gold Jarrell said the "sub-
stantial savings" involvedin, ending the bounties would
come at the risk of "substantial danger to rural Ontario,"
'The bounty does encourage some to participate (in
hunting)," he said.
A suggestion:that nuisance beaver and coyote will be :.
,taken r care of by landowners' was rejected, with urban
reeves speaking in favor of the bounty,
"Theg reater number of wolves, the greater careen s.
. tion of rabies," said Southampton reeve Art Eby..

;the Walkerton branch.
"Do you think that covers the post?" Mackie:asked, cit-
ing roof repairs, and maintenance bills..lie suggested host
municipalities should get 25 per cent of any user fees. The
library board says it is still considering all options.

: The days where residents. of Bice county will have :to
fork over a yearly fee. before borrowing material from any
Bruce County library are in the near future.
County council decided last week to look into chargin
g
library patrons .,user fees to make up for provinciarland
county library grant cuts,. But its waiting for a :response
from MPP Barb Fisher first as there's r some question
whetherthe province will cut library grants further if it
does implement the fees.
Director rfor of the library
board Tom Boyle said it has a
,.
target of making $50,000 a
year but if. the "province
decreases their grant because
of those .earnings, the .fetes
won't likely be implemented ". :ti t
If they cut us as much •as we collect, it's probably not
something worth: implementing. If they cut us. more .than
what we collect, wen won't do it," said Boyle
'
The lib board is considering an annual fee of $5 to
$10 a person or $20 to $35 a family:
Implementing a, user fee system is the only way to keep
libraries operating as they are today, said Director of Bruce
County Libraries Marzio Appolloni.. But because the county
has never charged people for the service before, he said
they don't know what the impact will be.
Southampton Reeve. Art Eby said he doesn't want to see
a large fee implemented butrif paying a minimal yearly fee
will keep libraries from cutting hours, hell accept that,
"If it's necessary to keep the place functioning ,l guess
:there should be a user fee but I'm notin agreement with the
price some of them were suggesting. It shouldn't be a detri-
ment to people who are using it,' said Eby.
Boyle doesn't think charging fees will discourage people
from, using the' libraries because "there's a lot of will out
there to pay user fees." Charging a fee may also allow.
libraries to purchase more up-to-date technology that
would attract more users..
"The board is looking at developing a fee structure that
is fair to everyone," said Apoiloni.
