After the provincial gov-
ernnent made JK a board
option for 1996, the Huron
County 'Board of Education'
made a decision .;last week
to continue with the pro -
grain for the upcoming
school year..
Despite a reduction in
grant rates, the board was
. told at its January meeting
that it appears there will be
no further impact on the
property taxpayer to cohtinn
ue the program at this time.
The revised grant rate for
the program will continue to.
prvide u small surplus,
estimated at $10,000 for the
current fiscal year, degpite
the fact that the reduction- in.
grant support. reductions
removes about $250,000in
surplus revenue from board
coffers.

The Bruce County Board of Education will decide with-
in the next six weeks the fate of its newly -established
Junior Kindergarten program.
"Very clearly, the board has to make up its mind within
the next six weeks in terms of what it's going to do with
Junior. Kindergarten," education director Paul Martindale
said. "If we were to make a change, that obviously involves
about 12 teachers specifically. The discussions and the ,
research are going on right now." •
The Harris government has declared JK optional, and
says it will cut funding for the program. That decision will
have "tremendous impact" .on the Bruce board, Martindale
said.
The future of JK in Bruce County is on the agenda for
the Feb. 20 meeting of the educational' issues' committee.
JK was: put in. place in all. Bruce County;elementaryschools just last September. Three months later, the Harris
government =declared, the program would become; optional
rather than mandatory. Ironically, the Bruce board fought
with the previous government for the right to consider JK
as an optional program. That request was denied, and after
running pilot projects in four schools for one year, the
board decided to implement an "early years" program coin-
bining, junior and senior kindergarten in each of its elemen-
tary schools.

"It is virtually impossible to take one billion dollars out
of .the budgets in Ontario and not affect the classroom,"
+Dass, said, agreeing with OPSBA's attempts to tell the
provicethe targeted grant cut is "too much, too. fast."
Rumors abound while the province delays releasing
grant information,said board chairman Jennifer Yenssen.
As a result, the board is frustrated in its attempts to prepare
for, funding changes and employee morale is suffering.
"There's little tidbits out there, but nothing verified. It
would be "nice to know once and for all, Yenssen said,
admitting there is "a great deal of anxiety" among board
employees:
"They 'don't know where they stand, either," she said,
suggesting a: wait for what could be bad news is as hard as
getting the news and dealing with it.
"It's almost as though [the 'province is) prolonging the
anxiety," Yenssen
