all heard - the
;laying that goes 1.'we get the
government that wo
deserve." Ws a shame that
no onetas gone farther
explaining what was meant
by, it. It seems that no one
has 'the knowledge• or the
. courage to state the obvious
- that the government we
have is reflective of either
ckrefully calculated deci-
sions that nurture democra-
cy, or else -by our own
neglect we can reap
bondage.
We'd do well to consider
the wisdom of Mark Twain
when he said,"I've learned
how to tell when politicians
are lying - every time they
open their mouths." Or we
could receive the witness of
Lord Acton who stated the
truth "power tends to cor-
rupt and absolute power
corrupts absolutely.".
We believe we. Cherish
the rights we call democra-
cy, yet when legislation
comes along that may jeop-
ardizb our rights, we, as a
whole, do little more than
• complain.
•The Omnibus Bill Min
26) for exg hiple is a ;politi-
cal threat to the way
Ontario is governed, yet we
have done little ore than
read a few rilOWS articles on
the issue. In part this is a
sip that We do raot under-
st, :d the nasi re of politics,
but it is also an indication
that we better get to under-
stand quickly.
Anyone who has fought
government on any issue
will know that it is, as my
father would say, "like
pulling hens° teeth" to get
any information from goV-
eminent. To fight any issue,
information is essential.
The content of the Bill
can well be seen in the
manner in which the Bill is
being, brought down - mean
spirited.
Three new provisions in
the Bill will make it next to
impossible to get informa-
tion from the Ontario gov-
eminent, or extended to the

First, under "extremely
broad discretionary powers"
institution heads can deny
the public acess to docu-
ment& simply because "any
request may be deemed
frivolous or vexatious," -
The second hurdle to
defending against govern-
ment encroachment on
democratic rights under the
proposed section 50(2.1) an
undue burden is placed en
anyone. wanting informa-
tion. A person must "
demonstrate the existence
•of a record, "an obligation
r,vh'h rarely can be ful-
filled."
Thirdly, there will be a
manda.tory fee required
when a person is requesting
a file. It is so far unclear if
this means a fee for the file,.
or if it includes correspon-
dence in proving the exis-
tence ofthe file as well. The
poor, who. are also a part of
a society, may find this "too
cost prohibitive."
