After seven days of evidence in the Ontario Municipal
Board . hearing on Donegan Haulage's appeal to allow
another gravel pit in Kinloss, the matter continues to -drag
on. Although nine days had been scheduled for the hear-
ing that started on Dec. 4, only seven days were used.
OMB Chairman Ted Yao couldn't make a 'decision.
because some of the reports Donegan wasto have ready
were still not available.
At the conclusion of the hearing in December, Yao
gave the township three options Q (a) dismiss the trial
without costs; (b) dismiss the trial with costs; (c) adjourn
the trial until Donegan prepares the a necessary reports
with costs.
After meeting on Dec. 18 and hearing the feelingsof
the citizens group opposing the gravel pit, council opted
to adjourn the trial until the reports are prepared, with
costs.
If ,either of the first two .options had been chosen,
another appeal to rezone the property' could have been
initiated any time.
Donegan's lawyer, Joe Kelly, arid the OMB have been
advised of council's decision, Kelly now has four weeks
to respond. At that time, Yao will again look at the -case
and come to some decision. Mark Becker, clerk treasurer,
said whatever way' Yao decides, it is basically in his
hands including what, if any, costs may be. awarded.
Four years have passed since Donegan Haulage filed
the appeal with the OMB. A mediation meeting was held
in August 1993, followed by pre hearing conferences in
August and December of 1994, and a hearing in July
1995' that- was adjournedon request of Kelly who had a
medical problem:.
When contacted for comments about the hearing,
Reeve Jim Boyle said, "We've got to protect our property
and rights. We've been" walked over for too long."

these males were at an
unhealthy Weight, but also
that they weren't willing to
change their eating and
exercise habits unless a doet.

new and expanding busi-
nesses identify local suppli-

"I can't ,stress enough
how enthusiastic small busi

ed' them. They think this is
the right direction , for us to
help thein," Symon said.
When the ,county. -plan-
ning department proposed
developing a business direc-
tory with funds originally
slated for the now defunct
South Bruce Economic
Development Corporation,
some councillors suggested
the project Was a duplica-
tion of effort. Planning
director Malcolm McIntosh
says that is not the case,
arguing that the directory is
more than just another list.

motion within the county in
terms of making connec-
