have one when cold winter winds are blowing. More than 10
Million, Canadians own Ono:
The personal vehicle has become an essential part of most
. Canadian tontines"' lifestyle, but It is also responsible, for
gobbling up large amounts of non-renewable fuel resources,
polluting • urban air and the build-up of carbon dioxide
emissions in the atmosphere.
Reducing your fuel consumption will. same you :money,
lengthen the 'life span of your .vehicle and benefit everyone

Do Canadians view the GST as inevitable?
Date rile feet that our
politicians erre still fighting over
the Goods and Services Tax
(GST), Canadians appear to be
looking at it as naevitabie With
that thought in mind, it is no
wonder more and mote are calling
the toll-free number .seeking
IIIISSVal10 their questions.
According to the GST.,
Consumer
Inforrnetion Office, durng the
week .of Novemkper 12 -16, infor-
mation officers handsel 32,332
calls, more than three times the:
volume in previous weeks. And
that's .a lot of questions, no matter
which way you look at it, The
GST Consumer InformationOf-
fice, supposedly "unconstrained by
govcrt mien, labour or business,"
Was set up to provide information
to the consumer on the effects of
the changeover from the Federal
Sales Tax to the proposed GST„
With a budget of $19 ,mullion, the
office is scheduled to close one
Year after the GST comes into;:
effect.
'At the office, we are in weekly
receipt of bulletins informing, us of
the most -asked questions by con-
sumers. An,example follows: ,
Will I have to charge the GST
when I' sell my car?
No, When a private- individual
sells a. used car, or any other used
good,either to another private
individual or to a registered
business, there will be no OST
charged.
Will I have to pay *the GST on my
golf membership?
Yes, non-profit clubs whose
main piupose is tOprovide dining,
recreational loading facilities to
members will have to chaise the
GGS,.TTvron membership dues and
othertaxable A'
Will the (fir r be charged on

nishings, 5% on personal, 3% on ,

2% on clothing.
In other bulletins, the following
questions were reported;
How are prescription drags going
to be affected by the GST?
Prescription drugs will be zero -
sated, Consumers will not pay tax
on the purchase of airy drug
dispensed or prescribed by a
medical doctor or dentist, or on
any fee charged by the pharmacist
for dispensing the drug.
HOW the GIT affect `ect my hydro
bill?
Electricity will be fully taxed.
Consumers will pay a 7% tax on
electric power.
Will I have to pray the VST on my
apartment rental? .
No. Under the GST, all long-
tarn
ongterm residential, accoinmodation
will be tax exempt. However,
somelandlords may try'to increase
rents to cover their increased
costs. They will pay the GST on
business purchases and services
and may pass theadditional costs
on to you. The GST Office es -
timnates that this will add 0.3% 10
the average rent, excluding,
utilities.
A timely point for our
subscribers to remember is
subscriptions paid for after
January 1,1991, will be fully
taxed under the GST. That means
that we must charge you an ad-
ditional 7%, However, a
subscriber..can tae lay for as
'nag years as he/she likes without
having to fay the GST. Remem
ber, the tax will apply only, to
subscriptionlsyou purchase after
January 1.
In one week, the GST Oflice.
received 182; calls concerned with
business practices in dealing with
the proposed GST. In many case's
the caller insisted thatthe firm
was charging the OST oh the 1990
portion of the service. Upon inves-
tigation, it was determined that
those reported businesses were
charging for 1991 services in
1990, and thus the GST was.
added,_,
Another to remember
regarding the GST the 7% is
charged on the base amount. An
exam le would be an article cos-
ting $100,. would first have the
Provincial Sales Tax (PST) of 8%
on the $100 ($8) and then the
GST of 7% on the $100 ($.7), for.•
a total cost or $115. The GST is
riot charged on the PST. '
The proposed GST is a complex
matter for both business and the
consumer. The increased number
of calls would°indicate that
Canadians believe the bill will
receive Royal Assent. With that in
mind, consumers are gathering
information to make informed
buying decisions.

'Election Matters. Quiet -
Municipal election matters in
Lucknow and neighboring
townships promise to be quiet this
year. A number of 1920 boards will
no doubt go back by acclamation.
Lucknow's reeve and councillors,
of course, could not avoid making
a few enemieswith such a large
macer as the installation of Hydro
on their hands: but complaints do
not appear to beserious nor of die
kind which bring a council into Abad
repute. Everything may not be just
as one would like it, but on the
whole the town affairs have been
well managed and well looked after.
The reeve and councillors have had
to give a great deal of !their time to
the village interests throughout the
summer and fall and they are
entitled to the thanks and the good
wishes of he citizens. .
The council of Xinloss Township
appears _ to have had fairsailing
throughout the year and to have
won the approval of the electors.
they have had a great deal of
business to look after in connection
with' drains, the construction of
which will cost a good deal of
money. This council was almost
wholly new, but affairs seem to
have suffered nothing by that. It is
\. astonishing the amount of work that
a township reeve or councillor will
do for the.small minima of pay that
he gets. In this respect the Kinloss
board has made good, and up to the
present e
there is no evidnce of
• ori.
West Wawanosh council, taco,
appears to have earned the approval
of the electors, and it is said that
reeve and councillors may have a
"wa8r over" if they want it,
In the township of Ashfield the
sky is not altogether clear. But this
is not due to any harsh criticism of
the existing council board. Tom
Richardson, deputy reeve: has sold
out his, farm and before spring will
SENTINEL MEMOIRS
move to a farm near Brucefield,
thus making a break in the council
of 1920 and opening the way for an
election. Besides, Ashfield
ratepayers are going to vote on the
question of doing away with statute
labor and having road, repairing
looked after in some less primitive
way. This too Will have a tendency
to invite an election, but for the
present all is uncertainty.

All pupils of the Lucknow Public

examinations and complete dental
care was given during the year. The
cost of the dental work was $480,
less the Provincial. Government
grant of $144.
This dental service was
introduced during the current year,
and it is estimated that the cost may
be cut in two next year. The
Government grant is approximately
one-third of the cost. .
