While the GST, (Goods and- Service 'Tax) debatecontinues
to rage on in the nation's political ranks the general
populace. Is still. wondering what the ,Impact o� the new bill
will be, when and it is.Implemented..
In the light of the fact that October 15 21 was Ontario.
Library, Week,. and 1990 hes been deemed international Year -
of Literacy1 it most frustrating to note that one component
of tha GST intends to nuke reading a tax, able item.
Just One- more Mali In the GST.coifln. The news:about
the GST Isn't good for businesses that have to cakntlato the
tax' as many stores -face a nightmarish task,says The
Walkerton Herald, Times. And the news sure, _Isn' t good for
consumers, because we're ail going to pay more ;sale ax
than imaginable. • r'
The new tax Is unfair, though the federal govemment says
It Is more fair than the old federal sales tax. it's unfair
because not every business, or all goods and services are
treated equally. •-
Under the GST, people will have to pay a tax to read. With
an Illiteracy rate In' this country where one In -four Canadians
cannot read at a functional level, the GST is bound to breed
-Illiteracy.
The unfalrness'comes In that all reading material, such as
newspapers, books and magazines, will bo taxed. On the
other hand, people won't be• taxed for listening to their radio
• or watching their television. It's not right and It Isn't fair as
it means the three media - print, radio and television - will not
be treated equally. •
Most of all, taxing reading material Is urifalr to people.wlth
limited incomes- as they . may be forced to give up their
reading habits. The added cost will not doubt make a
difference for the poor of this country as It is the sector of
our -society most affected by illiteracy.
Reading should net be taxed. It is not a good or a service.
Rather, reading and being able to read is an *educational.
process. Besides Ding necessary, reading .Is enJoyable.as it
stimulates our Imaginations. We receive much of our infor-
• mation by reading and "to tax our Informationcollection
process -Is an iniquity.
If the GST is implemented, the government must reconsider
the Impact the fax will have on books, magazines , and
newspapers. A tax on reading material will frustrate efforts to
make our society a literate one. '
The GST Is not a fair tax. Never in history have Cairadlans
been taxed in order that they may read. We can 11I afford to

Hydro Men At Work - The
Hydro': pole line has reached Luck-

ucknow and the erection of poles is
now being vigorously pushed within
the town limns, The man in charge,
however; wants more men, and we
understand is offering attractive
pay. A few pessimists keep saying
that the current will not be here
'before spring, but the engineers say
differently, and they expect to .be
supplying the "juice" to Lucknow
residents who are able to accept it

hard Frost Monday Night - A
succession of sub -freezing nights
reached a low point early Tuesday
morning when the mercury dropped
to 23 degrees. Flower and
vegetables gardens have been
quickly cut down by the frost and
trees are rapidly becoming dude of
their foliage. The frosts have not
been severe enough to.injureapple
crops, we are told, but the picking
of the fruit is delayed each day
until the apples become "defrosted".

Clad Has Made Its Appearance
In Lucknow - A large cross burned
top the Caledonian Park Hill on
Halloween and indicated that the
Ku Klux Klan have made their
entry into this area.
We've had the night riders for
many years, anyone on the main
street would testify to, that, but in
the days of the southern -riders, we
believe they came on horseback.
They've been making their nightly
rides through, Lucknow for many
years in cars and instead of the
hoof -beat in the darkened night, its
the sound of screeching tires on the
pavement.
The large cross burred Saturday
night was quite apparent to those
who happried to see it and we am.
sure thelansmen must have spent

the demonstration.

Ackert Challenged For Seat On
Board - Lloyd Ackert, Bruce Coun-
ty board of education trustee, told
the Kinloss ratepayers' meeting

teachers' strike comes to an end.
