Ashfield holds public meeting
to hear residents' application
Winfield Council met on May 1 with all
members present, A public meeting..was
declared open to discuss zoning .mend-
meat applications for, •Mr. and ,Mrs:
James Lacey, James Sanders and Clarice
Dalton. Those in attendance included.
James Sanders, applicant; . Clarice
Dalton, applicant; Mar, an Mrs. Bernie
Van Osch; Donald Frayne and. Scott
Tousaw, planner for the Township of
Ashfield.
The first application discussed was con-
cerning property owned by .James
Sanders at part 18, R,D. plan 4 (part lot
15, front concession) (Huron Shores). the
purpose of the application was to change
the zoning on this parcel from Natural
Environment (NEI) to NEW to permit
the establishment of a recreational
residence. Mr. Tousaw explained that the
Maitland Valley Conservation Authority
had requested Mr. Sanders to obtain a
report from a qualified engineer regar-
ding .the stability of the lot, and also that
Mr. Sanders would have to obtain a sep-
tic permit from the Huron County Health
Unit. Mr. Sanders stated that the
engineer's report was being done and
that he would contact the Huron County
Health Unit to obtain a certificate of
• apprdval.
The second application was concerning
property owned by Clarice Dalton at part.
lot 9; front concession. The purpose of
this application was to permit a mobile
home as a temporary use. The by-law
would allow the mobile home for a period
of three years, after which council may
extend or terminate the temporary, use.
Mr. Tousaw advised Mrs. Dalton to pro-
vide council with a revised site plan
showing the location of the ' proposed
mobile home, This application would not
come into force until Official Plan
Amendment No. 145, which includes
policies to authorize council to permit a
temporary mobile home on rural proper-
ties, subject to a rezoning, is approved by
the Minister of Municipal Affairs.
The third application considered was
concerning property owned by Mr. and
Mrs. James Lacey at part lot 7, conces-
sion 13, W.D. The purpose of this applica-
tion was to change the zoning from
Natural Environment (NE3) to Natural
Environment (NE4) to permit the
establisbine'it of a residence. The subject

Toronto from June 24 to 27.
Further inquiries will be made regar-
ding the hiring of a part-time•animel con-
trol officer for the township.

minutes of the May 1 meeting. Mr. and
Mrs. Al Hamilton were present to discuss
the possibility of developing lots on part
lot 38 and part lot 39, front concession as

Childcare - off the back. burner
Women Today, located in Clinton, has
been funded through the Goderich
Canada Employment Centre to research
and make recommendations for the im-
plementation of a County wide Private
Home Childcare Systefn. This project has
been prompted by the every increasing
need for affordable, quality childcare in
Huron County.
Project Coordinator Dianne Beach sees
a regulated Private Home Childcare
system as a viable answer to the specific
needs of Huron County. Mrs. Beach said,
"Huron County has many factors to be
taken into consideration in terms of
childcare. It covers a wide geographic
area, most of which is rural. Childcare
needs to be easily accessed and have a
flexibility of hours that is not feasible in
a daycare centre. With a Home Childcare
system, standards of quality and safety
would be monitored."
This project will demonstrate the need
for this type of childcare through current
statistical information and a Huron Coun-
ty Needs Assessment done in 198I by

Women Today. An advisory group
representing various agencies and
parents in Huron County will be meeting
to aid in the recommendations and plan-
ning process of the project. "The initial
objective will be to compile a document
outlining the need in Huron ' Coady,"
stated Mrs. Beach. "The next step will be
to investigatethe existing Home
Childeare systems in surrounding coon •
ties, some of which have been operating
successfully for several' years."
The Private Home Childcare system -
will act , as a supplement to the three
daycare centres in. Huron County. Public
meetings will be held in various parts of °
the county in June 1990, to gain public in-
put and direction.
"The future of Huron County is our
children, and the economic reality for
most women is that we must be apart
of the workforce. We need to look for a
solution in line with Huron County's
needs to obtain affordable, accessible,
quality childcare, that is also cost effec-
tive. It's time for this issue- to come off
the back burner."
