a total population of 7,907, .with 6,752 elec-
tors, giving two seats on county council

what would happen to the village's water
and hydro systems if amalgamation oc-

favour of any of the scenarios and hopes
it is not a charade. He went on to refer
tothe closure of the Kinloss school, when

students and now the school has two

Reeve Fitzsimmons of• ,Tiverton was
perhaps the most outspoken against the
restructuring scheme. He believes the
decision for any amalgamation should
come from the individual : municipalities
not from higher up. He said he takes
strong exception to the province
blackmailing municipalities by threaten-
bigto cut grants. He went on to say that
,he has trouble interpreting what.the pro-
vince means when it says it intends to
see that those changes take place. "What
'changes, nothing is -specified."

After accepting a motion to amend the
promotion budget from $32,800 to $52,800 •
council voted to adopt the amended
budget which reflects the 144 per cent in-
crease. The increase is mainly attributed'
to the cost of producing promotional
brochures, a video and special events.
Just over 3 per cent of the total budget
increase is accounted for with the alloca-
tion of $115,000 for adjustments/id td Pay
Equity and $60,000 for changes in the
UHIP system..

"I don't think the people of the
Lakeshore, or the penisula, or in the
southern part of the county are begging
formoney," said . Brad Davis, St. Ed-
munds reeve.
Fitzimmona, a member of the, finance
committee, said the committe has to be
"financially responsible. A lot of us have
problems...we have to be more stricter
with our help."
A 9.24 per cent increase in the Health
Unit's budget is attributed to salary ad-
justments and expanded programs. Four
of the Health Unit's revised programs
will be hmpheinented over four years with
the assistance of the Ministry of Health.
The planningt saw a $15,000
surplus last yearr,l�money was us- ° .
ed to off -set the, department's 1989 expen-
ditures. The department is now left with
a $20,744 deficit which should be,
recovered in 1990. The requested $369,833,
'planning budget, a 9.4 per cent increase
from last year, was recommended. and y'
approved.
The restructuring study committee will
receive $20,060 county dollars. This figure
reflects half the cost the committee ex-
pects
xpects the study report will cost. •
Herron said the budget did not include
money for the construction of a county
buil ng in Wiarton. If the project pro-
ceeds during
ro-
ceedsg 1990, either long term finan-
cing or selling assets ' will have to be
investigated.
LOCAL INCREASES
While the overall budget increase is
9.99 per cent higher than last year, the
amount each municipality will pay varies
accodring to easement formulas. The
county's increased easement of 4.2 per
cent•directly reflects the amount paid by
municipal taxpayers.
Culross Township's tax levy decreased
by 4.97 per cent, while Amabel Townships
levy increased by 19.35 per cent. Walker-
ton's increase is 9.4 per cent, Kincar-
dine's
is 16.36 per cent, Port Elgin's is
12.94 per cent, and Brant Township's is
3.44 per cent.
