Week,;
"This week. is designed to create a
greater awareness of the importance .of
soil conservation," stressed Mr. Man-
zankowski. "Soil is a fragile resource and
must be protected and nurtured to ensure
Canadians have a healthy and prosperous-
agrifood industry." "Soil conservation is
important every day of the year," said
Mr. Ramsay. "People in Ontario must in-
crease their commitment and action to
protect the soil. Designating this week to
focus national attention on our soil is an
initiative I endorse and fuUy support,"
Provinces have responded en-
thusiastically to the federal government's
National Soil Conservation Program. The
$150 million, three-year program is cost
shared equally by the federal and prover
tial governments and coversa wide
range of soil conservation ' projects
tailored to meet the specific needs of
each. province. In partnership with local
organizations and farmers, the govern-
ments pgrovide on-farm technical and
financial assistance to improve soil con-
servation practices through demonstra-
tions, research, monitoring and public
awareness.
Recent studies show an alarming 20 per
cent of Canadian farmland is now af-
fected by wind and water erosion,
organic ,natter loss, salinity and soil
compaction, costing farmers millions of
dollars annually in dost ,productivity.
Canada relies heavily on its agriculture
with farming `; and related industries
responsible for one job in 10, and the
agri food industry generating. 10 per cent
of the Grass National Product.
Leap Year. Prospects

Ladies attention! while I endeavor to
show you what you are up against. This,
as you know, is Leap year. Have you,
leaped at any prospect yet? If not it . is
high time you were up and doing,
because the number is limited and time
is passing. Already we are well into the
3rd month, and as far as the village is
concerned very little progress has been
made matrimonially. What is the matter?
What are the obstacles? Ladies, you
should be More practical. It is all very
well td have Leap Year balls, no matter
how magnanimous the purpose (giving
the surplus to the starving Armenians),
or you may have Leap year skating par-
ties to demonstrate the agile qualities,
but a little bowing and scraping and sen-
timental gush is not enough. Find out a
prospect and get after him. If he proves
obdurate after you have given him a fair
trial, drop him as you would a hot
potato, and concentrate upon another. Oh,
the power of concentration! Centre all the
faculties of the mind and heart upon an
object and watch the magnetic effect. I
believe that the ladies should have "
privilege, once in every four years,
taking the initiative in the matter of pro-
posals, and men must not think it rude or
out of place for the ladies to put the
question right up to them, such as "I'd
like to be your wife, won't you be my
husband?" Some may like to take a less
aggressive plan - as by bringing that un-
seen, mystic; but nevertheless real force
we call love, to bear upon the culprit un-
til, soft and limp as a plate of mush, he
capitulates. It can be done, try it.
Here is the outlook in Lucknow as far
as I can get at it without a direct., can-
vass. So, ladies, you may as well face
the inevitable first as last: Marriageable
ladies over 21. ' years, approximately 70.
Marriageable men of 25` years and.over,
approximately 25; but outof this number
there are a few who are absolutely dead
to feminine allurements. They have
resisted so 'Often' that, their day of Grace
is past. There are a `few others who,
after paying for the week's supply of
cigarettes, might find themselves .in
financial straits. So that probably, not
more than 10. will be available this year
as Hubbies. These ten 'should at least be
rounded up and captured before the end'
of the year. If not; then ladies, you have
yet to learn the art ' of captivating.
Remember that during the remainder of
this year there are 70 to leap at 10. Ina
agine what a game of leap -frog that will
be. Now, as the. law of the land is one
man for one woman, only ten ladies can
win in this game this. year according to
the above reckoning. So ladies, get after.
the "pucks," play the game fairly, cross
check, body check or bunt, but be a good
sport, and even if you don't win prize,
smile. .
