The township concurred with the mo-
tion of the Village of Lticknow, that
agreements, similar to the Lucknow -
Ashfield Water Agreement, be signed by
• the townships of West Wawanosh and.
• Kinloss and the Village of Luclmovi to
provide potable water to certain 'residents
in the said townships at a metered rate.
Council had no comment to make
regardhig communications from four dif-
ferent municipalities in connection with
the French Language Services Act.
Bylaw 540 authorlzlng the execution of
an agreement with the Township of Col-
borne concerning the maintenance and
construction in 1990 of the boundary bet-
ween the two townships was passed.
General accounts in the amount of
$134,717, and road. accounts of $12,772 were
authorized for payment.

At the regular meeting of the Township
of Kinloss council on March 5, the road
superintendent was instructed to call for
tenders for: crushing, hauling and
spreading of A gravel on township roads;
supplying and applying calcium chloride;
loading, hauling and 'spreading pit run
gravel and quotes for road equipment.
Bylaws 6, 7, 8, 9 and 11 for 1990 to pro-
vide for maintenance and repair of the
MacDougal, Pollard, Eadie and Hender-
son Cook municipal drains were passed.

Public meetings to be held
on county government reform
In June of 19119; Bruce County Council
struck a committee to define and recom-
mend to county council and to the
Minister of Municipal Affairs the most
appropdate foim of local government for
the county hr terms of its structure, local
• municipal boundaries, administration and
• the division of service responsibilities bet-
ween the • county • and the local
municipalities.
It was the opin' ion of members of the
committee that views of county residents
be considered in formulathig recommen-
dations for change and accordingly, the
conunittee decided to set up a Aeries of
meetings at various locations hi the coun-
ty to seek input from elected officials and
the public. These meetings will begin on
March 12 and conclude on March 29.
The chairman of the committee, Milt'
McIver, Reeve of Undsay Township in-
dicated that the basic structure of coun-
• ty government has remained largely un-
changed for the past 140 years. Suis -
dons, he noted, to two province wide task
forces on county government reform
generally supported the view that reform
was necessary in order for local govern-
ments to meet the needs of ratepayers to-
day and in the future. •
• Set in this context then: a recognition
that reform is needed; Mr. McIver said
the county comical decided to seize the in -
illative and review its structure.
• Political boundaries, for example, do
• not match service delivery patterns as
can readily be seen fr.= the proliferation
• of intermunicipal agreements throughout
the county. Service demands, over the
next 20 years, in such areas as recreation
and homes for the aged will shift
