Madill Secondary School in Wingham at which over $15,000 was presented in awards, scholarships and bursaries. - The Grade 13 proficiency winner for 1986-87, Murray Pennington, was the valedictorian. In his address, he told the graduates, "The end of the road is buta . bend in the road," saying high school graduation is only the beginning . of the students' pursuits.. Madill produced 16 Ontario scholars last year, those students who earned 80 per cent or over in, Grade 13. This year's scholars are: Murray Coulter, . Council requests access route from CNR The regular monthly meeting of the Lucknow Village Council was held on Tuesday of last week with Reeve Herb Clark and all councilors in attendance. • Following the reading and adoption of the minutes, council approved payment of accounts and heard the report by Jean Whitby from the Wingham and District Hospital. This report was also adopted as read. In other business handled by council last week, a letter from the Village Engineer, Steve Burns of B.M. Ross and Associates in Goderich, was approved and sent to the Canadian National Railway. The letter re- quests permission- from CNR -to gain ac- cess to the proposed sewage treatment and disposal facility. The facility will be located on lots 53, 54 and 55 of Con. 1 in -the Township, of South Kinloss and this route of access is one of two council has ,to consider. Council also read and discussed the Pay Equity-ftOgramyebentlYlegislated by the government. The Pay Equity Program is meant to identify the male and female pre- dominated jobs held in the village and in- stitute the concept of equal pay for equal work among the sexes. Village Council has two years to institute this program and in an effort to better understand it, three members of council, Reeve Clark, Councilor Anderson and Clerk Whitcroft, will attend the special seminar being held on the matter in Hanover later this month. Following the seminar, it is hoped coun- cil will have the, background required to complete. the needed job evaluations and submit a formal report to the Pay Equity' Commission in Ottawa. . Moved and carried It was moved by council and carried that approval be given to the application of Scavenging landfill site not allowed West Wawanosh Township Council agreed, at their Nov. 3 meeting, to post a sign informing the public that no scavenging is allowed at the t wnship's landfill site. Council also approved an agreement with Lloyd Davis, for the rights to remove scrap metal from the site. In other business, council authorized Brad Humphrey to proceed with preikaration of revised preliminary plans for an office and council chambers which incorporates a basement in the plan. Building permits were issued to: L. Culbert (mobile home), R. Hanna (feed lot cover), L. Stutzman (addition) and W. Sproul (granary) . G. H. Brindley vooiced opposition to the issue of a permit for the mobile home. Council also approved the inclusion of the balance of the 1987 levy, in the amount of $1,736, to the Blyth and District Community Centre Board, in the general accounts. Treleavan Mills of Lucknow to build addi- tion storage bins. This application has already received the approval of the Maitland Valley Conservation Authority. Councilalso approved a motion to pur- chase a new pool liner for the local swimm- ing pool. The new liner, at an estimated cost of some $4,000, is the first new liner to be required by the facility. The cost of the liner will be shared equally by the four municipalities involved. Council is also seeking an estimate on the cost of building much needed storage space at the existing town shed on Hamilton Street. The weather was perfectas blue skies smiled on the large crowd which jolt- ed the parade to the Cenotaph following the annual Remembrance Day church ser- vice.
