Rev. Nicholson worked tirelessly for social justice and the. illsad. vamaged. His life has touched many people acioss Canada. "What we desire for ourselves we wish for Rev. Nicholson was the beloved husband of the late Marian Leila (Massey) and dear father of Ruth and Hugh Dibbs of Ottawa, Mary Anna and Paul Higgins of Toronto, and Alexander and Evelyn Nichol- son of Fenelon Falls. He will be fondly remembered by nine grandchildren and four great grandchildren, and brother-in-law Ralph and Roberta Westcott of Newcastle, Ontario. Rev. It proposes the simplification of the special education appeal process to resolve disagreements between parents and school boards and that regional special education tribunals be eliminated. The provincial special education tribunals will hear all appeals from the decisions of the special education appeal boards. The powers, structure, and procedures of the provincial tribunal would also be modified to expedite appeals. As well, the provincial tribunal would have the power to order school boards to provide transportation for pupils, where necessary, to give effect on the • tribunal's decision; 4. It proposes that minority -lan- guage sections of school boards be permitted to establish their own special education advisory commit- tees. "Removal of all references to trainable retarded pupils from the Education Act opens new doors for many of these children," said Education Ministry Marion Boy.
