Ward, she, represented Lucknow Cut and Curl in the annual pageant, This is the third consecutive year that Delores Cross of Lucknow Cut and Curl has sponsored the winner of the pageant. Miss Ward was one of 16 young ladies who participated including first runnerup Brenda. Failure to pay the tax could mean the rights will revert to the crown, The part of the proposal. which Merle Gtinby, a director of the Ontario Federation of Agriculture, finds insidious is that the proposal permits the province to tell the. owner he must develop the property and if he refuses the rights will then revert to the crown, Furthermore, the holder of the rights would have access to the property to explore and develop the property .after 30 days notice, . Construction on the new production facilities for the company :began May 10 and were expected to be complete by the end of September, . Construction crews were working on the building at the time of the fire but no injuries were reported. . A spokesman for the company said cheese will still be available at -the temporary trailer on the site. Miss Ward will go on' to repreient the Lacknow Agrkulturai Society In the Miss Midwestern Ontario pageant to be held at the Lucknow Fall Fair this -Saturday evening. . • CSenilnel Stili Photo] Huron -Bruce economic climate improving By Stephanie Levesque and Sharon Diets Communities in Huron and Bruce counties are feeling the economic pinch, but there are a few bright spots, Domtar Salt Mines in Goderich is current- ly undergoing a $40 million expansion, A new medical 'once costing about $225,000 is opening in Kincardine and a new Lutheran Church costing $500,000 has been built in Pott Elgin. The county of Bruce will open a new administration building in Walkerton next month which cost approximately , $1,7 millionIL and a building permit has been issued for a new senior citizens apartment project in the ' town. Hanover has just completed a . $4.5 million "water •pollution control centre and a 5250,000 major Trunk sewer which will service one-quarter of, the town. The Domtar project will mean more jobs for the Goderich aree which has experienced one of the most significant layoffs in the two counties at Champion Road Machinery Sales Ltd. The three furniture industries in Hanover also experienced significant layoffs but as in the case of CHAMCO ,they are calling back workers. Spokesmen from municipalities say build- ing permits are down from other years, with anywhere from one.to five houses being built this year, There is an indication that most people' are renovating present homes to suit their needs. . Real. estate .activities are fairly constant in the two counties with municipal spokesmen saying there are houses for sale, but it is taking longer to sell them. Kincardine is the exception where the clerk -administrator says the real estate market is strong. Houses are selling and many prefer to buy .because the rent on some new accommodation is as high as $435 for a two .bedroom apartment. Businesses in the urban centres are turning over and in some cases it is due to the economic conditions. The main street business section in 'Port Elgin , has been hardest hit with four or five empty storefronts. The lost businesses were small retail outlets which could • not survive a combination of high interest rates; ' the resulting lack of purchasing power and the town's stagnated development. Kincardine and Walkerton experienced a couple of closures and one change of ownership due .to the current recession, to Goderich the closures on the Shoppers' Square have been due to retirement rather than the economy. Some businessmen at the age o163 or 65 decided to retire 'and close the doors on their business, This decision could come about however, because they do not anticipate they will be able to sell their businesses with interest rates as high as they have been, . Lucknow Tax arrears have more than doubled in the past three years inthe village of Lucknow, The arrears have increased from 51 per cent in 1978 to 16.9 per cent, in ' 1981, A significant portion ,of the arrears are attributed to the business core of the village. Three storefronts on the main street remain 'empty. Two businesses have closed down because of the economic climate in the past couple of years. According to village clerk -treasurer Ber- tha Whitcroft the arrears have dropped somewhat in the past several months but not enough to make the situation look good, The real estate market in the village has been sluggish until the past three weeks when things picked up because the interest rates have come down, According to Barry McDonagh el McDonagh Real Estate the activity'' in real estate will only last .until the interest rates .begin to climb again. Unemployment in the village has not risen significantly, although some people in the area have been affected by layoffs at Champion Road Machinery.
