members of council discussed the financial

the village has .no choice but to install the
system because of the health factors .

the village to continue without .a Sewerage
system n the core area any longer than' is
necessaryto get funding from the ministry of
environment.
Councillors dlscassed how the increase Of.

be acceptable: to people who are not
receiving service, .
Councillor Herb Clark also pointed out
that there will be some who would wish to
pay their entire levy at one time instead of '
paying the 10. per cent on the levy over the 20
year. debenture. But the.' ministry will not.
permit an outright payment. The levy must
be 'paid .each year through the mill rate.
If residents could make one payment to,
cover their entire share it would decrease the.
debt load and the interest charges, for the
municipality, but: the nministry'wilt net permit
this.
"There is no reason why residents should
be penallzed paying 18 per cent interest over
20 years, if they want to pay their total.
charge and reduce the amount, we need to
borrow," 'commented Clark.
As Councillor Ab • Murray . put it:. "We
need the facilities: but we need the

until the loan is repaid and the following
information must be detailed on record.
Responsibilities of the, municipality' , in.
elude advising interested parties, inspecting
properties for necessary and eligible repairs,
interviewing interested parties,obtaining
credit report if :considered° necessary,
searching title to the property, registering
lien on title; completing documentation with.
• the applicant, approving loan including both
forgiveable and repayable portions, progress
.inspections if necessary, inspecting work on
completion, advancing funds, administering
the loan ..account, performing ` necessary
accounting functions, submitting quarterly •
and semiannual reports to the. Ministry,
making records available :for. audit, monis•
oring and evaluation by the Ministry. ,
Councillor Ab Murray. noted that it isn't
fair to refuse the program .because previous
interested parties owed tax. arrears. There
are young people in' the Village who could
• benefit from the program and would also be
good risks, said Murray, He • also • noted
however, it is unfortunate that the province
doesn't provide more funding for the
administration costs involved for the village,
If we had. .100 people interested. in .the
program we could justify the administration
costs and - hire` somebodyto do the . paper.

Following their discussion, council passed
a motion that they would not implement an
(AMP program .at this time, because the
administration costs are too high,
Village council briefs
Share Tree Planting Expenses
Jean Whitby appeared before council at
their June 8 meeting to clarify that council.
intends to share the cost of planting the tries
as well as the actual cost of thetrees in the
tree planting program, the Lucknow District
Horticultural Society has undertaken with :
the village. She said the society has provided
the labour for planting and the trees through
the youth employment project funding they
have received, but they wish to share the
cost of stakes and protective fencing as well
as the actual cost of the trees. Council
agreed the cost sharing program applied to
the cost of materials for planting the trees as
well as the actual cost of the trees. Council
also indicated they intend to proceed with
the second 'phase of the tree ' .planting
program with the Society next summer,
Sign. Agreement With Maitland Valley
Council signed an agreement with the
Maitland Valley Conservation Authority
stating the village shall manage, maintain
and develop the parkland property along the
Dickie's Creek, east of the old pumphouse
known as the Gerald Ross property, for
recreation and parkland purposes only.
According to the agreement, the Authority
will provide the materials and the Lucknow
District Horticultural Society will provide the
labour through • the youth employment
funding they . have received, to crenae a
parkland recreational area on the property.
The village is to provide maintenance such
as grasscutting, bringing out and taking in
of picnic tables, etc..
Appoint Cecil Sutton
Cooily Sutton of Ripley was officially
appointed dog catcher for the village
following two months' trial, Sutton will
enforce the dog byelaw which states all dogs
must be tagged and must be under direct
control . on a leash if they are "not . on the
owner's property,
