petal sets budget

The ,Wingham and District Hospital has
set a $5.5 million operating., budget _ for
1982.83, up 14 per cent from last • year's
budget of $4.8 million.. •
The .budget. set by the hospital board in: a
special closed meeting June 10, includes 'a
'projected deficit for the year of $166,000,
however Exeentive Director Norman Hayes
said later. he feels it shouldabe possible :to
erase that by .careful spending during the
year,
That figure represents only three per cent
of the total budget, "and we think we, can
work that off during .the course of the year,
so in essence ` we're anticipating a . break-
:even
reak:even position at the end of the' year." .
He explained that when the hospital sets a
budget, while it tries to gear it as closely as
possible to actual dollar figures.' at the same
time it tries to keep its estimates conserve-
tive in the. hope that any surprises will be
pleasant rather than otherwise. `
The reason for the :projected deficit is that
costs have • gone upby roughly 14 . per cent
over last year while ministry funding hasnot
kept pace. The increase in operating funds
promised by the Health Ministry this year

appeared before Lucknow Village Council' at
their June meeting to ask why the village has
not implemented an Ontario Home Renewal
Program.. She said West Wawanosh Town-
ship has the OHRP program andfound they
haveno problem administrating it.
Reeve George Joynt told Mrs. McClen-
aghan thatseveral residents-ihad indicated
interest in the program a couple of years ago
but when the names of the people 'who were
interested were submitted to council, it was
observed that many of them were in arrears
on their tares and hydro bills. ' ..
Joynt also pointed out that the administra-
•tion of the program is time consuming and
costly for the village because they must
provide the staff to process the. applications,
interview the applicants and collect the
payments. ' .
• If the province wants to implement the
program, they should do the administration
of it," remarked Joynt. '
Mrs. McCfenaghan agreed council would
not wish to approve an applicant to borrow
money under the OHRP program who was
already in arrears on taxes or hydro, but she
noted that ' council' has the . option of
approving .or turning down each applicant.

The Ontario Home Renewal Program,
under the auspices of the Ontario Ministry of
Housing, is » designed to assist owns
occupants of residential property to repair,
their . homes to standards developed locally
and acceptable to the ministry. In particular,
it is directed to the rehabilitation of sub-
standard dwellings. Emphasis is on faulty
structural and sanitary conditions and the
• upgrading of plumbing, 'insulation, heating
andelectrical systems. ' . • ,
The program is a system of loans
repayable and forgiveable to pay for the
property rehabilitation. The loans are avail-
able to 'individuals whose "adjusted family

The Ontario NDP leader Bob Rae
criticized , the Miller budget saying it
completely underestimated the problem . of
unemployment when ' he took a swing
through Huron,Bruce on Friday.
There is no alternative . toactive job
programs and the lack of'leadership shown
by the Davis government is serious, he.
commented. Rae condemned the .budget as
"unfair, discriminatory, 'morally wrong
and based on false premises.
The budget Was based on the premise of:
an economic turnaround in June, he noted.
Well, June is here and there is no sign of any
improvement.
A dangerous point is reached when layoffs
start to spiral, said Rae. As the economy
contrpcts it creates a domino effect across
the board. The tax 'measures in the budget
create a further.negfitive impact on jobs ' and
consumer activity.
Rae suggested an NDP government would
provide stimulus „to the province", 's economy
by developing. a . province .wide energy
conservation program, employment.tax ere.

basic industries through public and private
investment. . •
Rae added it is morally " wrong for the
government to extend its sales tax to items
of. necessity such . as . personal hygiene
products. He also accused the government of
"nickel and diming" people for things which
don't need to', be taxed.

Meet with environment minister
to discuss sewer
Reeve George �Joynt: and members of'
Lucknow Village Council met with the
Minister of the•Bnvironinent;. Keith.' Morten
on June 10 to discuss the, financial impact of
theproposed seweragesystem upon' the
taxpayers of the Village of Lucknow.
In a brief prepared by council and the
village's auditors, Durst; Vodden and Bond,
e. r, council requested additional -funding of
$100,000 to reduce the net cost of the project.

Joynt said in an interview on Friday he '
could . not go to an Ontario Municipal, Board
hearing with a net (cost) of $350,000. He said
he had to point out to the mini"iter that the
people of the town can't afford it.
' The estimated project cost is $1,400,000
less the 75 per cent provincial grant ' of
$1,050,000 which results in a net cost to the
village :taxpayer of $350,000.

'serviced area, excluding the surcharge for
operating costs, would be 54 per cent. If the.
village is successful in its request to receive
additional $100,000 funding, the effect on
the millrate would be a 22 per cent increase
on unserviced area properties and a» .33 per . ,
cent increase on the serviced area (excluding
surcharge for ' operating costs). . .
