Farmers oppose toxic waste she on agricultural land...
otrem sage 1
ccnapany's, waste is another's resource,"
quoted Chant,
Unlike a company which, hopes to increase
their business, the Waste Management
Corporation is working to put itself .out of
business, said Clanton* ultimate target of c,
the corporation is . to reduce, exchange or
recycle all waste so there is no longer a need
for a toxic waste disposal site..
Several fanners raised their objections to
big companies dumping their waste on
prirhe agricultural land in rural areas beyond
the urban centres where it is created,
Russell Irvin Of Ashfield Township said he
did, trot want : to hear again howhe was
responsible for hazardous wastes because he
is a consumer.
"I don't want to hear that I'm• responsible
for paying to dispose of • this waste," he
argued:
"There must be two sets of rules to this
game," he pointed out: We an eat whether
we own , a refrigerator • or drive a car. If
everybody eats,, he said: the city dwellers
should kick in a buck tohelp the farmer
dispose of the waste created producing food,
Dr. • Chant said he disagreed that farmers
are not responsible for toxic waste. He
believes that if costs are incurred .. in
disposing of the waste createdproducing
food, these costs should be included in the
rice of food charged to the consumer. Chant
said he has long .believed that Canada's.
afood policy is wrong.
Chant said he could
not assurefarmers of.
Ontario that prime agricultural land would
not be used for the site, because the chase-
teras ties which make land • good •for farming
are also the required characteristtics of a
secure site. Chant cited deep soil preferably
clay, predictability and slowness of leachade
as examples of such qualities,
Bev Brown, a Turnberry 'township farm-
er, suggested that if the corporation is
-looking for A-1 farm land, some .of the best
agricultural land in the province is buried
beneath the highway 401 and commented,
"'111 bet there's some real nice farm land up.
around Brampton", referring to Premier Bill
Davis' .home constituency.
Tony McQuail, first vice-president of the
Huron County Federation of Agriculture
noted that the concentration of people using.
the "goodies" produced by the companies
creating the hazardous wastes, increases the
closer you get to the more populated areas of
the province. He said that while he is
pleased that the Waste Management Cor-
poration will not be using the Maelearen
Report as a criteria, he does not want spatrse.
population to be a major criteria either.
McQuail said he is concerned that if it is
safe enough to put this facility out in the
rural areas on prime farm land, then it is fair

to consider it safe to locate the facility on a
100 are part site in downtown Toronto, if
the site meets the other necessary criteria.
Commented McQuail: "If it is not safe
enough for down town Toronto, don't give it
to us."
Dr. Chant said he supported McQuaiil's
observation and suggested that if Rosedale
(where he resides). should be found to be the
most suitable site in the province, then• -the
site should be located: there.
Some local residents • do not believe Dr.
Chant and fear• the government will dictate
where the site its to be located. Distrustful of
the Davis' government because of the
manner in which the South; Cayuga proposal
was handled, they are critical of Chant and
the Conservative government,
Ashfield farmer, Hary Livingston, wanted
to , know why the Waste Management
Corporation was considering sites so near
large bodies of water indicating that both
South Cayuga and Ashfield Township are.
near great lakes.
When Dr. Chant said no sites had been
chosen and that he was not considering any
sites at the present time, Livingston asked
again why locate the site near a lake?
Chant repeated that Ashfield is not on a
list and that the people of the area would
have to believe him when he says that the
entire province is being considered for a site.
Livingston remarked: "Well, 1 don't
believe you."
Merle Gunby, a director on the Ontario
Federation of Agriculture executive and a
past president of the Huron County Federa-
tion of Agriculture, asked whether the horror
stories he has read about involving disposal
sites in Europe were accurate and Dr. Chant
replied that the sites in Europe are not
controlling all of the waste. He said holland ,,
is •still ocean dumping its hazardous waste.
He did point out that ,the plant in West
Germany has a very good method of control-
ling all waste coning into the plant but
neither this plant nor the one in Denmark
have a full complex of available technology.
Chant said the Waste Management Cor-
poration has consultants- working now to
determine the most technically advanced
methods of detoxifying the waste so that all
waste coming to the plan would be neutra-
lized to the greatest extent possible,
Chant said the corporation is no longer
operating on the premise sof one central
location to handle • all of the province's
industrial waste. Once the South Cayuga site
was abandoned, the concept of one storage
installation and several treatment locations
began to emerge.
He said it is possible, that the waste would
be detoxified in treatment centres close to
