The escalating; interest rates have created
a problem for municipalities because there is
no incentive to pay taxes when the interest
charged is much less than the prime rate.
A bill passed in the Ontario. Legislature in
July permits municipalities in the province
to charge 1 % per cent over prime on overdue
tax accounts; which should, alleviate' the
problem. Municipalities find it difficult' to
plan because so. many people aretaking
advantage of the cheaper rate charged on tax
arrears leaving some Municipalities in . the
province short of funds:
Reeve .George Joynt said he will be
contacting Tom Wells, minister of intergov-
ernmental affairs for the correct wording of
the by-law so .that council can put the motion,
into affect, Once they have the wording for
the byy acv, council will be issuing Notices to .
overdue taxpayers that the interest charge
being increased.
Water Rites May literature.
Lucknow Village Council discussed the

for the most exhibits, ' .
Margaret Mole received the $10 voucher
from Sears for the most points in the
arrangement section. Jean Whitby received
necessity of increasing the water rates when
'they met for the August meeting of council,
August 11. The village plans to install a line
from Ludgard. Street to Gough Street and
since the utility is not permitted to carry a
surplus, the rates must be increased to cover
the cost;
Reeve George Joynt said the problem
arises because the province controls utilities
such as water and will not permit the
municipality to carry a surplus on their water
accounts.
Joynt commented, "It's high time the
province got their 'nose out of it."
Joynt suggested it is very difficult to plan
when you cannot carry a surnluc: tee COM *hp
rate increase would probably be from Ala
every two months to $12 every two;. months.
Joynt said he will bring the .increase to
council for a motion when . an audit of the
water accounts is completed.
May Issue Building Permit
George Collins ' of Lucknow has notified
council he has received approval from . the
Bruce County Board of Health to build on
three lots of his property on Delhi Street.
The lots are designated in a flood plain area
on the village's proposed secondary plan and.
according to the plan no construction should
be permitted.

Mrs. , Whitby, vice-president of the Luck -
now Horticultural Society, said there were
only 11. exhibitors this year which made a
smaller show than other years. Another '
reason for the small number of exhibitors
was the lack of entries in the red rose
category because the roses are in tbetween
bloomings at thetime of the .show this year.
She also pointed out there were no entries in
the dahlia category which she contributed to
the smaller number of exhibitors.

FCC restricts applications
According to the supervisor of loan review
with the Patti Credit Corporation in Guelph,
Ontario fanners could be paying as high as
18 per cent . interest for money made
available through Pari 'Credit'Corporation
toasts ,after October 1.
While there ;is. no more money available
for Farm Credit loans at present, the

to fanners at that time will be based en the

Supervisor of loan review with Faun
Credit Corporation in -Guelph, Ootrglas Lane,
told the Sentinel the amount of money made
available to Farm Credit and the interest to
be charged will be announced on or after
October 1.

that farmers will net be able to assume
existing farm credit Mortgages if they
purchase land mortgaged through . Fame
Credit, Lane said there rnight.be a problem if

speculate on the interest rates when funds
are allocated nett October, saying the rates
could be higher or lower depending upon the
'Treasury Hoard . and its president, Hon
Johnston, from whom all funds flow.
Clerk Treasurer dies
Alfred P. Herbert, clerk -treasurer of the
Village of Lucknow died at Wingham and
District Hospital on Thursday, August 1J,
1981 following a short illness,
Involved in accounting work all his life, he
was an employee of Ryerson Press in
Toronto for 36 years until the firm was sold
in 1970, He was acting as comptroller of the
Arrow Leasing Ltd,, a. car and truck rental
firm when he took the position of clerkdtreas-
urer of Lucknow in April of 1972.
About 10 years previous he had purchased
the William F. MacDonald farm on the
fourth concession of Kinloss Taivnship and
had been a .summer resident in the area
before taking the position of clerk.treasurerr.
Alfred Rdwiti Herbert was born November
10, 1919 at Terra Cotta, Ontario, the son of
the late WmW Alfred Herbert and Sara Edge..,
A teember of the Royal Canadian Legion
Branch 309 Lucknow, he served in the
Canadian Army for five years during World
War It He was also a ,member of the
Lucknow Lions Club.
He is survived by his wife, the former
Isabel Currie and one daughter, Wendy,
Mrs, Peter Gerster of Kinloss Township. He
is also .survived by his step -mother:,. Irene
Herbert; Port McNichols, and a sister, .Faye
Brewin of Weston, He was predeceased by a
daughter Linda amt October 27, 1974.
