Mr. Hanly and Bill Alcock, the deputy
clerk -treasurer, told council the intent of the
change is to make sure everyone pays his ._
fair share.
When population figures are used, seas-
onal residents were not counted as part of.
the population since they are not included in
the Minitry of Revenue census, Mr. Alcock
pointed out. As a result, municipalities with
a:;large number of cottagers were getting a
break in . paying for county services.
At the same time, the municipalities
some time in the future there should be a
for levying their own taxes, so the cottagers
were being charged for county services. It
just meant that everyone in those nunicip
alities was paying a smaller share than rate-
payers in municipalities with fewer seasonal
residents. -`
Mc.' Hanly noted that even with the 39:5
per cent increase in its county levy, Bayfield
still has what amounts to the lowest county
millrate ofany town or village. in Huron,
while Wingham's is the highest.
"(In previous years) Bayfield was not
paying enough. That's what the figures
show."
He agreed with' a suggestion from God-
erich Deputy Reeve. Robert Allen that
some time in the j future there should be a
move to county=wide equalized; assessment.
"I think (market value) isthe only way to
go," he, said. "Sometime we ,stave to have
equalized assessment :ate the .county, so
no matter where -you live In, the county yo
pay the same,
"Of course," Mr. Allen had tioluted out,
"that ;would increase Bayfield's assessment
by quite a bit."
Currently, even when , adjusted by the
provincial equalizing factor, there is a ' wide
range between the mill • rates for county
services in various municipalities.
Wingham, with an adjusted rate of 1.9692,
is at the top of the scale, while McKillop
Township, with a rate of 1.0051, is at the
bottom. The average rate for most of the
towns and villages is around 1.9, while rural.
municipalities average around 1.3. '
Warren Zinn, reeve,ofAshfield Township,
objected to the sug6eston that a ,.move to
market value assessment would a cure for all
ills.
Things aye getting worse instead of better
with market value, he said. noting that what
s farmer can earn is based no t on the value
of his land but on what it can grow. Farm
land is carrying a greater burden than it is
possible to bear, because it can only produce
so much, he` told council.;
However Mr. Hanly claimed that no one,
person has been able to come up with a
better system of taxation than assessment,
and said if a farm's, value goes upit suggests
a farmer should be able to pay more taxes.
"If you can't pay more, maybe you should
be in some other business."

visitors scored their final goal dt. the game
and the playoffs two minutes later, but Paul
Hamilton's second of the game ended the'
scoring and the series at 8 - 5 for Lucknow.
Lucknow will now face South River to
decide the champion .Jii nile "DD" team in
1 Ontario. In the past 30 years, Lucknow
Juvenile teams have gone to the finals seven
times but only in 1972 did they succeed in
winning the championship:. It is a rare
opportunity to watch a home town team
compete at this level so come out and
support the boys in their bid for the Ontario
le Championship:
Lucknow will travel to South River for the
opening games of the series on Saturday at
7.00 p.m. and Sunday at 2.00 p.m.

Hesaid he believes in the . county system,
and thinks it's time those who want to live in
a municipality, even for the summer, pay for
the county services.
He also commented that it's a mystery
even to farmers how they can pay what they
do for land. "When they buy they want to
buy cheap, and when they sell they want to
get the highest dollar."
Murray Dawson, reeve of Osborne, also
urged support. of the proposal, noting that,

lot worse off,"
Hullett Reeve Tom Cunningham point'
ed out that the county taxes are still the
smallest portion of the tax bill. The thing
which has helped farmers is the provincial
government's rebate of 5O per cent of their
taxes; he said, adding it shows the
government er' realizes they're paying an
unfair proportion of land taxes. "If it ever
stops, . I'd hate to see what happens to
farmers. ,
The recommendation passed in a recorded
vote, with only Harvey . Craig, Lloyd Mous
seau and Warren Zinn voting against it.
