The Conservatives have allowed a decline
in food processing plants and the growth of
food retail chains so the farmers can produce
it but what does he do with it? asks McQuail.
You can only eat so many tons of peaches
yourself," he quips.
If necessary the NDP would be prepared
to pass legislation requiring supermarkets to
stock available Ontario produce.
• The NDP agricultural policies are also
aimed at preserving the family farm. The
NDP would keep Ontario fanners comPeti-
tive by creating interest programs to assist
farmers pay high interest rates,
"If the Ontario government can give huge
amounts of money to Massey -Ferguson and
Chrysler, wily can't it be done for the
farming industry?" McQuail wonders.
The New Democrats would implement a
land banking system similar to a program
working in Saskatchewan. It would allow a
father to retire and get a fair price for his
land and it allows the son to farm for the first

The problems In the fanning industry
today are related to allowing the economy to
favour big business, putting farmers and
small businessmen in an unfair position
• onnPeddvelY• says Mcgtildl.
Marker value property tax assessment is
another example t' the discrimination
against the farmer and small businessman,
• according to McQuail,
Market \value imesstitent will see the
burden of the property tax shift to farmers,
small businessman and residents. Colmar-
cial property is sold on the basis of whit the
buyer can earn but farm property is assessed
on its market value with the add'
speculative pressure.
• The NDP would use economic value
assessment which is based on the rental
value of each type of property. The ism
property or house would be assessed accord-
ing to what the owner could 'earn if he were
to rent it
McQuail is apprehensive about the pro,
posed industrial park at the Bruce Nuclear
Development. Contrary to everyone's as-
sumption, the industrial park would not, be
using waste heat but rather high pressure
steam which is the steam produced before it
enters the carbines. The energy used 'to
supply the Industrie! park °therefore, would
not be used to generate electricity. The
Bruce agrt-park however, does use waste
heat to heat its greenhouses.

which subsidizes big companies and brings
in industry which is unsuitable to the area.
The proposal subsidizes big companies by
spending public money to build a harbour
and roads for the industry to locate there.
McQuail is not sure the industry will be
compatible with the fanning industry and
smell business in this ares.
• "I don't think I like the idea of an
aluminum processing plant or iron ore
processing plant located at the Bruce, with
my farm down wind," observes- McQuail.
Both of these industries and.a fuel re -proc-
essing plant are prospective industries
which may locate at the Bruce'
The energy centre would only create
between 200 and 400 jolts which would not
relieve the unemployment picture when
Bruce B is completed ant) in no way justifies
the millions of dollars spent to build the
nuclear development, McQuail points out.
• The NDP proposes completing Bruce B
and Pickering B power stations which hydro
estimates would give 3000 and 4,000
megawatts over the reserve required.
They would not continue Darlington how-
ever, because' it's more important to use
• those funds for energy conservation'and\
developing renewable energy sources, notes
The economic benefit derived from
placing funds towards. conservation and
developing renewable sources is calculated
at one dollar spent on conservation saving
four tunes that amount if invested in a new
capacity.

• Investing in conservation puts the saving
into the pocket of the forma, the small
lousinessinut and resident. Ile. sees the
saving on his fuel bill, McQuail adds.
Regarding the pilot project to develop
etliinol at the Bruce, McQiisil has reserva-
tions as a fanner dealing with one company
buying grain and selling back protehi
• Supplement. The project puts all the activity
• in one spot„ he says.
Parities will pay to tnick their grain to the
plant and to truck the protein supplement
back to their farms and labour will have to
drive in to the plant from around the area.
The NDP proposes building smaller plants
in Southampton, Underwood, • Tiverton,
• Teeswater and Ripley, for example. Ten
smaller plants would replace one big plant.
• It would reduce the costs and renewable
energy sources such as wood and corn cobs
could be used, McQuail suggests. The
trucking distance would be shorter. It would
provide employment locally where the
labOur resides and it would be under local
control near the people.
The waste. heat from the plant could be'
• used to supply heat to the town, adds
McQuail. As well, if one plant breaks down.
the others are still in operation. The NOP
proposal would spread the activity across the
riding instead of centralizing it at the Bruce,
he observes.
The Bruce proposals restructure our
society to fit large centralized energy
centres, says McQuail, but this does not suit
a society based on the family farm.
