urer Bertha Whitcroft.
"This place is all set up through the
county. Keith Black set it all up when he
was workin° for the county," said the
reeve. "It's been revised and everything in
the last few years."
He directed the clerk, 'to write to. the
Kincardine office of the OPP to inform
them of the county's emergency plan.
The letter noted that only 26 per cent of
municipalities in Ontario have an amerg-
ency plan and the majority of those without
a plan are townships, small villages and
towns.
Proxy Voting
Clerk -treasurer Bertha Whitcroft informed
council that the method of proxyvoting for
municipal elections had changed since
1982.
While she was at a seminar in. Walkerton
on'election procedures, she enquired about
proxy voting,, noting the high percentaBe of
Lucknow residents leaving for the winter
months.
The clerk was told there are three ways
to be eligible for a proxy ballot: An individ-
ual has to be physically unable to attend a
polling station on election night and trust
be able to supply a medical certiciate as
proof; an individual may be away at school
as either a teacher or student and unable to
return to vote; or an individual may work
far enough from a ' municipality polling
booth to preclude voting on both election
day and at advance polls.
Hallowe'en Police
The Lucknow and District Fire Depart-
ment has agreed to provide policing of the
village for Hallowe'en: For years the
department's members have taken shifts
on Hallowe'en to cut down on the
vandalism which often occurs during that
evening and the night before.
