Pinecrest Manor Nursing Home, in co-operation with the Lucknow and District Fire
Department, staged a mock fire to practice the home's disaster plan. Fire fighters
answered the call on September 17 and helped Pinecrest staff evacuate residents.
Wise declares
moratorium
Apiculture Minister •JOhn Wise
declared' an immediate moratorium on
Farm Credit Corporation (FCC) fore-
closure actions, September 17.
".`I want to make sure that no farmer
will be forced off the farm while I am'
reviewing the role and mandate of FCC, .
the Bruce -Grey Debt Review Board pilot
project report and reports from' FCC
Appeal Board Chairmen.
"I want to make sure that those
individuals who might be assisted by
new initiatives will have that opportun-
ity," explained Mr. Wise.
' As of today, there are approximately
670 FCC foreclosure cases in progress
which be put on hold. Over the past
six'months FCC has initiated an average
of 14 foreclosure actions a week.
Recovery actions will continue in. cases
where the farm has been abandonded,
where bankpruptcy has been declared,
where there has been a voluntary
transfer of title or quit claim or where
recovery action is initiated by another
creditor forcing • FCC to protect t its
security.

saying that Ministry of Environment
requirements should first be looked at,

Lucknow council considers
noise and parking bylaws
At the request of Bylaw Enforcement
Officer Jack Crozier, Lucknow council is
considering adopting noise and parking
bylaws to better help Crozier police the
Village.
"W ith winter coming on, cars left on the
streets become a fair problem," said
Crozier of the parking bylaw. "There's also
the advantage that if the snowplow runs
into a vehicle there is more weight (for
defence) in a courtof law."
The officer said the Bruce County noise
bylaw, which he suggested the village
adapt, is ".rather intensive" and ,covers au
• streets, hydrants corners and "double and
triple parking".
It also covets planting trees on boule-
vards, ditches and uses permiti for various
°• activities so "the town knows what activity
is taking place".
He also noted it takes into account a
common winter problem: plowing or
shovelling snow from driveways and side-
walks onto the road. "With one warning,
people usually adhere to it."
"We've never really had too much
trouble with the parking but for the snow
removal guys it's different," said Council-
lor Ab Murray.
"A simple $5 ticket usually corrects the
matter, and if not, it provides the authority
to tow the vehicle away," said Crozier.
Councillors were skeptical about the
noise bylaw, pointing out that enforcement
• is the key to rectifying noise problems.

Crozier said that a citizen able to identify
the driver and the vehicle making noise is
enough for police to go on.
Murray, with' the other councillors
agreeing, complained about the lack of
action taken by Ontario Provincial Police
from the Kincardine office. Crozier replied
. that there usually isn't enough happening.

Reeve George Joynt said identifying
noise makers is sometimes difficult.
"Bylaws are good • if you can enforce •
them," he said.
