Recognize Harvey Webster's community service
.the Ludmow.lions Club recognized the
comrrninity service record of lions member
Harvey Webster with the presentation of a
plaque at the club's annual pot luck dinner
Mbruary.25. .
• Active in:lions work since the inception of
the Iudknow Lions Club, Harvey was
president .of -the Clansmen Club in Ludmow
in 1957 when the Clansmen members
decided to form a lions Club. When the
,Ludmow lions Club was formed Harvey
was named Honorary President and was
elected by acclamation to the position of
District Deputy.. Governor of Region 3 -
Distrid A9. He subsequently held, the
position of Cabinet Secretary of District A9
which governs 26 clubs in the area in 1964.
While Harvey was District Governor in
1957, it was recognized a school was needed
fir the mentally retarded in : this area.
Schools for handicapped children were a
new venture in Ontario and Lions Clubs of
Wingham, Lrdmow, Brussels, Blyth and
Howick took up the challenge. Harvey,. as
District Deputy Governor, played a very
active and enthusiastic part in realizing this
important project.
A founding member of the Wingham and
District Association for the Mentally Re-
tarded,' Harvey gave unsparingly of his time
and efforts to establish the school and to
encourage the support of other organiza-c,,,
tions and individuals in this worthwhile
project. At that time there were no grants so
public interest in the form of donations was
the only source of funding.
Schools for mentally handicapped child-
ren came under the jurisdiction of Ontario
county school boards as educational facilit-
ies in 1969 but the locaiassodation was still
responsible for funding trips, sports events,
camping and many other activities which
brought a great degree of happiness to the.
students. .
. An Advisory Committee was established
with representatives from each association
for the mentally retarded and Harvey repre-
sented the Wingham Association on this
committee,; working to acquire the specializ-
ed materials and equipment necessary for
teaching and training these special stud-
ents. Harvey was a valuable member of this
committee for more than 10 years.
The Lmdknow Lions Club recognized the distinguished community service record of member
Harvey Webster at their meeting Monday evening. A life member of the Wingham and District
Association for the Mentally Retarded, Harvey has worked diligently to provide educational
opportunities for the mentally handicapped in this area. Shown making the presentation are Lions

Harvey's, interest in the mentally retard-
ed did not end with the establishment and
support of the Golden Girde School. In the
early 1970s it became apparent there was a
need ` for early, childhood education for
Mentally handicapped youngsters and for
young . school age children before they
started attending the Golden Circle School.
The Silver Circle Nursery School was
started in 1973 financed by the Wingham
and District Association for the Mentally
Retarded.
Harvey worked diligently . encouraging
organizations and individuals to help with
the funding for this project or volunteer
work to support it. In 1977 after lengthy
negotiations the Silver Circle Nursery
School roved into its new quarters in the
Children's Day Care Centre in Wingham
Some grants became available,' however a
portion of the funding for the school is still
the responsibility of the Association..
Harvey was an initial member of the Day
Care Board which operates the Children's
Centre.
Harvey also strongly supported the
concept of a training workshop for the
mentally handicapped. Harvey actively
worked towards government recognition of
the need for such workshop facilities and
following much optimism, work, money and.
perserverance an excellent workshop, the
