All basements, cellars and crawl spaces shall have a concrete floor or an approved equivalent for purposes of water drainage and to guard against the entry of vermin. All canopies, marquees, signs, awnings, cellar stairways, fire escapes, stand pipes, exhaust ducts and similar overhanging extensions shall be maintained in good repair, be properly anchored so as to be kept in a .secure and sound�colydf£ion, and shall be protected from the .'elements and against decay and "rust • by the periodic application of a weather coating material such as paint or other protective treatment.. Foundationsshall be of masonary, concrete or other acceptable material, and designed to adequately support the loads' imposed 'and provide a drybasement or crawl space. They shall be free of cracks " and leaks . and defective mortar joints or masonry.
