THE CITIZEN, WEDNESDAY, JULY 15, 1987. russels sticks by charges for out of towners Brussels council decided at its July meeting July 6 that it will stick with the rates it is charging for water and sewer customers outside village boundaries despite a plea from Morris township council to reconsider. Following complaints from some ratepayers in the township about the increased rates for water and sewer service from Brussels, the township had written to the village asking them to reconsider pointing out the good relationships the communities had had on such things as fire protection and landfill site operation. Beginning January 1 Brussels began charging customers outside the village limits double the rate paid by people in the village for water and one and a half times the rate for sewage. The old rate had been one and a half for water and the same as village residents for sewers. Out of town users now pay $16.78 for water and $25.17 for sewage each month. Councillor Malcolm Jacobs sug­ gested the Morris councillors attend a meeting of Brussels council to hear an explanation of the charges but he quickly got disagreement from councillors Gordon Workman and Betty Grab­ er who agreed such a meeting mightonlyblowthe whole thing into a big problem. Councillor Neil McDonald sug­ gested sending a letter to the council stating the reason the rates had changed, pointing out that if any capital repairs have to be made to the water or sewer system it will be the taxpayers of Brussels who have to pay for them, not the outlying residents in Morris or Grey townships. Councillor Workman pointed out the village is growing rapidly at present and council had better be careful about taking on too much sewage from outside its boundar­ ies or it may be looking at overloading the current system necessitating expensive expan­ sion . He said he was not in favour of taking on any more customers from Morris or Grey because the Brussels taxpayers who have to pay for expansion or repairs are being penalized. Councillor Graber suggested that future customers who want to hook up should have a one-shot initiation fee that would help pick up capital costs, then be charged the same fee as in-town customers. The fee should be something less than the cost of drilling a well or putting in a septic tank system. Councillor McDonald agreed. He pointed out that many of those on the outskirts of the village who hadn’t wanted to be hooked up to MVCA operates 'Experience' program for local students Once again the Maitland Valley Conservation Authority is carrying outits Experience ‘87 program, employing ten students from within the Authority’s watershed. The program started June 22 and will run until August 14. The provincially-funded work experience program aims to ac­ quaint the students with the actual operation, programs and projects of the MVCA, with the main emphasis on conservation and resource management techniques, such as erosion control, forest management, wildlife habitat and interpretive trail development, but the students will also assist with the daily operation and mainten­ ance of the local conservation areas. the sewage system when it was installed are going to be having problems with their septic tanks in coming years. Chris Michie of RR 4, Brussels, Jennifer Pyke of Wroxeter, Heath­ er Shiell of Wingham and Trevor Hammer of Listowel will all work out of Authority headquarters in Wroxeter. They will be joined periodically by Galbraith Conser­ vation Area Park Assistant Sandra Shelley of Gorrie. The Falls Reserve Conservation Area at Benmiller employs the rest and the village should be setting a fee toeompensate for capital costs. The MVCA has taken an active part in the Experience program since it began in 1975, employing more than 160 students since that time.
