Councillors present their case on refund Two Blyth village councillors received a polite reception when they made their case to the Huron County Planning and Develop­ ment Committee for return of a severance fee to the village but they still don’t know if they’ll receive anything else: like a cheque. He said he felt the committee was indulging in a little “fancy verbal stickhandling’’ in its refusal to refund a $500 fee paid by the village in relation to obtaining a severance of property bought by the village lastfallfrom Murray Siertsema to add to the village fairgrounds. Municipalities norm­ ally don’t have to pay for a severance but council wasn’t aware of that at the time. Councillor Manning said the committee’s argument boiled down to two or three things they felt council didn’t do properly. For one thing, they said, it is the seller that normally gets a severance, not the buyer. The village’s agreement with Mr. Siertsema was that the village would pick up all costs, which was intended to be legal costs. In addition, he said, there was one document apparently incor­ rectly filled in which listed the village’s acting clerk-treasurer as agent for the vendor. Councillor Manning said he tried to point out that the village office “was in a state of stress’ ’ following the departure of the former clerk-treasurer and before the hiring of a new one, but that did not seem to be a good enough excuse for the committee. Under the by-law taxpayers can either pay their taxes at the municipal office with no service charge, or will absorb the service charge if they choose to pay at the bank. When someone with a Key Account paid their bill in the past the village was not supposed to be charged the fee but councillors indicated they weren’t confident the village had been given the break.
