East Wawanosh council favours development BY GARY WALDEN Keith Hoggard, President and owner of London Freightliner, approached East WAwanosh townshipcouncil, May 27 about changing the zoning on, and severing a parcel of land presently owned by Ron Kingsbury near Wingham. The purpose of the severance would be to develop an industrial and commercial park. The close proximity of Highway 86 to the location on Highway 4 makes the site very suitable for the proposed development he said. One of the tenants he suggested that might build there was a large Chrysler car dealership. Freight­ liner would be erecting a service and parts depot. Over the long term this could be a very large development. The council and the reeve were quite enthusiastic about the pro­ posal and promised to do every­ thing they could to get the proper designation and severance through as fast as possible. Reeve Snell had already contacted the planning department in Goderich and offered some initial stalling and wavering and on the depart­ ment’s behalf agreed with Reeve Snellthatitwasagood develop­ ment for the township and appear­ ed to be working now to help with the paper work. One of the comments made at the meeting was that it’s the municipalities that are to do the planning, with the planning board assisting, not the other way around. However, there is a lot of red tape to be cut through at the county level and Councillor Jim Taylor hoped that this red tape didn’t sink the project. Also Tom Hanrahan of the Emergency Planning Department for the county, explained to council why they should have an emergen­ cy plan set up for the township. He stated that although an emergency is unlikely, there is the possibility of one, for example, a prolonged blizzard knocking out hydro for fourorfive days, chemical spills by transport trucks, fertilizer fires and spills. If one occurred what would the township do? Who would be in charge? The police or firemen cannot declare an emer­ gency, they can only advise. By developing an emergency plan the reeve can declare an emergency and then the township can get outside help. Mr. Hanrahan also suggested that the emergency committee mee t at least once a year to discuss what each person’s responsibilities would be in the case of an emergency. Council felt it wouldn’t hurt to set up a committee and proposed that a by-law be drafted to that effect. Mrs. Ida Taylor, on behalf of the Belgrave Women’s Institute, ap­ proached council regarding a grant to help pay the costs of a new roof for the Institute Hall and to build new cupboards in the hall for the library that is being moved there from the Belgrave arena. Council­ lor Fred Meier motioned that $1,000 be donated towards fixing up the new shelves for the library and Councillor Ray Hallahan mo- tionedthatthetownship donate $500 towards the roof. Councillor Don Schultz seconded both mo­ tions. A donation of $50 was made t< the Huron County Plowmen’: Association.
