Survey to test handicapped transportation need
A survey to establish if there is a
need for a transportation system
for the disabled, frail and elderly
persons unable to travel in a
standard automobile will be going
out to homeowners in northern
Huron in the next few weeks.
The survey, distributed by a
committee of community service
organizations, will be included in a
mailing by the Wingham and
District Hospital Foundation.

strying to raise awareness of those
who might be able to make use of a
transportation service so that they
will fill in the survey and return it.
“We’re hoping people who
haven’t been thinking of getting
out will look at this opportunity,”
she said.
Such a transportation system
would use large vans with hydrau
lic lifts that make it easy for people
to get in and out. Joe Pickering of
Bruce, Grey and Huron Disability
Transportation Corporation, a
non-profit group, demonstrated
one of the vans at a news
conferenceat Wingham and Di
strict Hospital Wednesday. The
system working in Grey and Bruce
already, sees 30-35 trips a day in
Hanover alone. The organization
has six vans in use in the
Grey-Bruce area.
Mr. Pickering has been making
visits to the Wingham Hospital
already bringing young Darryl
Schiestel, RR 2, Wingham from
Immaculate Conception School in
Formosa to the hospital for his
Developmental Stimulation Pro
gram.
After seeing the number of her
patients who would like to be able
to get out of the hospital now and
then but couldn’t travel by car,
Brenda Edgar, the hospital’s
kinesiologist, became a driving
force behind the committee of 15
north Huron service organizations
including the Huron County Board
of Education, Town and Country
Homemakers and Wingham Day
Centre for the Homebound, who
sponsored the survey.
If a need for the service is
established, local municipalities
can apply to the provincial govem-
ment for grants which they can
pass on to the operators of the
I service. Unfortunately, Mr. Pick
ering says, the government funds
only urban municipalities, not
rural townships, despite the battle
he has carried on for several years
to change their system.
Ironically, the Disability Trans
portation Corporation grew out of a
pilot project conducted in 1977 in
Wingham. The provincial govern
ment wanted to study the feasibili
ty of a transportation program for
the disabled in a rural area. After
10 months the program was
abandoned, not because it wasn’t
successful but because, Mr. Pick
ering thinks, it was too successful
and the government became frigh
tened atthe potential cost of the
program if it was put in place across
the province.
Mr. Pickering’s group bought
the van used in the project from the
govenrment and moved it north
where a non-profit corporation was
set up. Mr. Pickering runs the
program out of an office in his
house, workingonly four or five
hours a day on the project while he
carries on a full-.time job else
where. Once the program is in
place, the says, it almost runs
itself. The drivers have their routes
assigned and when a client calls in,
he or she is simply added to the
route of the appropriate driver.
The users of the system do pay a
charge, although in many cases a
social agency may pick up that
charge. The basic rate is 65 cents a
mile but few clients really pay that
much, Mr. Pickering says. Each
case is treated individually accord
ing to the users ability to pay.
Mrs. Hayes stressed that an
expression of interest is not a
commitment to use the service on
the part of the person filling in the
questionnaire.
