We are within a few weeks of An that will have far-reaching conaegoences, and the electors of North Huron have a right to know where the candidates stand in their re- lation to piddle questions. It will be impossible for me to meet all the eleetors in person. or to addrem meetings in every part of the riding: so ,T shall use the public press to present my views on the mit'itanding issues of the eampaign. ' We all reeognite that North Huron is a rural riding. But it is more that: that. It is an eminently progressive rural riding. Its twople 'have sprrig from some of the best stock that evir came into th.is country. and the general level of in- telligene*C. imbistry. enterprise and thrift is ontstahtlinlY high. It is no wonder. then. that when. a few- years ago. the farmers' ninVement swept over the rrovince this eotinty. and partieularly riding. took a prominent part in 'She uprising that so prfountlly affected. and 'to this day af- fects!. the buqiiess and politival life of Canada. On the busi- ness sitb. thal movemcnt brought the farmers together in en -operative -effort. On the political side it drew attention sharply to the problems in whielt farmers are most immed- iately mincer:led. it led to a more independent view of pi:Uti- ca] parties and politieal issues. and it took a lot of the "bunk" out of polities. The influences of that moVeMent are Mill with Us, and there is no reasnin why they should not be permanent. The people of North Huron have a right to examine politieal issues as they see them in relation to their own interests. The politicianswre all ready to admit that agriculture is Canada's greatest industry: but some of them "Tent to think that beeause it is Canada's greatest industry it ought .to earry all the others on its shoulders without- eomplaint or protest. There is n limit. however. to what it can beer - and thtitlimit was long since reached. So far as the people of ' North Huron are eoneerned (and in this phrase should he • inclinled the people of the towns and villages ()Utile riding; Whose interests are bound up with those of the farms that surround them), they have ,the right to see that their influ- *nee in the Parliament of Canada is exerted in the direction of the betterment of eonditiona affecting their industry -of the rednetion of taxation and of the eosts of production -of the Aiseovery of new markets and the expansion of exiating markets for their goods -and generally of doing those things that governments can do for the welfare of the industry which provides' a livelihood for so large a proportion of the people of this county and of this Dominion. In this and the following letters I propose to discuss from this standpoint the isanes of the election that is now upon 1111. ' Let us consider first the British preferenee, for it is not unlikely that in years to come this will he the issue that will stand out most dearly in conneetion with this eleetion The harsh aetien of the United State': Government in raising an already high tariff against many Canadian pro - duets makes neeessary a vigorous renewal of effort to seenre a better market in Great Britain and the British dom- inions for sue): produets as ean be shipped to them. Purmu " ing this aim, the Dunning budget, introduced in Parliament at the last session. sitel now before the people of Canada for approval or rejertion, makes an extensive enlargement of the preferenee already existing. Tn no fewer than 270 iteme a the tariff the. Dunning budget provides deereased tblties 011 British goods, and altogether there are now 5R9 items bf the Canadian tariff -nearly one-half the total -num- ber of items -on which no duty is levied against Brit - op, What. does this mean! . It means lower prices for Casiatlian et:to:timers of these r goods to pny.
