Bruce McCall re-elected to MVCA board
Bruce McCall of Brussels was
returned by acclamation to the
position of vice-chairman of the
executive committee of the Mait
land Valley Conservation Authori
ty at the group’s annual meeting in
Wroxeter last Thursday, while
provincial representative Vince
Judge was re-elected as chairman.
Grey Township Reeve Leona
Armstrong has been returned as
vice-chairman of the MVCA’s
Community Relations Advisory
Board, while West Wawanosh
Township’s Harold Errington has
been returned as vice-chairman of
the Land Management Advisory
Board.
Bill Manning of Blyth has
stepped down as chairman of the
Conservation Areas Advisory
Board to be replaced by George
Wickes of Ellice Twp.; while
Hullett Reeve Tom Cunningham
has been appointed as a new
provincial representative; as well
as a member of the Conservation
Areas board.
Other MVCA board members of
local interest, all of whom have
been returned for 1987, are: Robert
Grasby of Morris Twp., to the
Conservation Areas board; Nor
man Fairies of Howick Twp., to the
Community Relations board; Ross
Taylor of East Wawanosh Twp., to
the Land Management board; and
Norman Alexander of Hullett Twp.
to the Water Management Advi
sory Board.
In his opening remarks, MVCA
chairman Vince Judge said that
provincial funding to conservation
authorities throughout Ontario
had declined from the levels

into effect, the funding has
declined 35 percent. He noted that
as a result, the backlog of priority
projects unable to reach comple
tion has continued to grow.
“We are finding that projects
which our member municipalities
fully support are unable to proceed
due to ... the lack of funding,’’ he
said.
He added that an interminister-
ial committee has been formed to
address the funding shortfall, and
speculated that the future may
bring sweeping changes to the
mandate of conservation authori
ties, while some of the present
responsibilities of local Authorities
may decline. However, he said that
the Authorities must continue to
provide a viable program of
resource management, and must
continue to develop the necessary
support through provincial and
municipal partners.
Following a report by Les Tervit,
general manageroftheMVCA, the
Board of Directors passed a motion
that will enable the MVCA to
“stand in line’’ for provincial
funding if and when it becomes
available, to continue with the
shoreline management project
which received considerable atten
tion around the province Last year,
as the Shoreline Management
Review Committee met to hear the
concerns of municipalities on the
Great Lakes faced with serious
erosion problems generated by
historically high water levels.
The Authority’s annual report
contained highlights of the pro
jects undertaken by the MVCA

In the budget presented to
members by secretary-treasurer
Marlene Shiell, the total budget of
the MVCA was set at $2,672,019.
Grants based on funding being
available for all projects were
estimated at $1,998,962, leaving
the Authority’s share of funding at
$673,057. The amount to be raised
by general levy in 1987 has been
established at $230,612, an aver
age increases of 6.5 per cent over
the 1986 municipal levy.
The most significant impact on
the levy for this year is the
increased local share of the Soil and
Water Conservation Program
which has resulted from an
agreement between the Ontario
Ministries of Agriculture and Food
and Natural Resources which has
changed the grant rate from 85 per
cent in 1986 to 50 per cent in 1987.
The budget for this program has
been setat$30,000for 1987, up
from the $19,500 budgeted in 1986.
Water and related land manage
ment projects which have ranked
high enough on the provincial
priority list to qualify for MNR
funding in 1987 include ongoing
work on the Listowel Conduit
project, the development of flood
proofing for the Wingham Special
Policy area, flood and erosion
mapping in Ashfield Twp., and the
completion of a report to identify
floodproofing standards and meth
ods in the Harriston area.

Marilyn Wood, President of the
Wingham and District Hospital
Women’s Auxiliary, introduced
the guest speaker, Gordon Folk-
ard, at the January meeting of the
Auxiliary. Mr. Folkard, Physical
Plant Director at the hospital,
discussed codes and staff respon
sibility in emergency situations,
stressing patient safety at all
times.
The Auxiliary presently has a

Digest. The whirlpool purchased
by the Auxiliary was installed
recently.
It was again voted to give an
award of money to the top R.N.A.
student graduating in May. At
Christmas four babies were sent
home in red stockings provided by
the auxiliary and gifts were given
to the New Year baby.
