Morris names McNichol to arena board
Ray McNicholof RR2, Blyth, has
been appointed to the Blyth
Community Centre Board, filling
the vacancy left by the resignation
recently of Carmen Craig. Mr.
McNichol joins Bruce Bromley,
also of RR 2, Blyth, as Morris
Township’s representatives to the
Board.
Correction
The Citizen would like to
apologize for an error in the issue of
December 17, 1986, in a story
reporting on Morris Township
Council meeting of December 2.
We reported that Blyth and Area
Fire Board expenditures for 1987
“had been set at 539,000, an
increase of $15,000 over 1986. The
increase is mainly due to an
increase in wages.’’
The report should have read
“had been set at $39,000, an
increase of $1,500 over 1986.’’

January 6, Morris Council also
accepted the resignation of Don
Grant helps
addiction
program

The provincial government has
approved a $100,000 grant to the
Huron County Board of Health to
establish a program to combat
alcohol and drug addiction in the
county.
“It is a new program for this
county and it is a very significant
grant,” Dr. J. K. McGregor,
acting medical officer of health,
told Huron County Council at its
meeting last week.
In addition, the federal govern
ment has approved an application
for an $89,250 grant to cover the
cost of preparing a feasibility study
to determine severely employment
disadvantaged groups in Huron
County.
Gary Davidson, the county’s
planning director, said work on the
study would begin in May and
would employ five people.

Edgar has yet been named.
Following a by-law passed at the
council meeting of December 30,
the wages of drainage superinten
dent Gary Nicholson have been
raised from $8 per hour to $8.50 for
1987.
The weight restrictions on the
Blindline Bridge, Concession 2,
Morris Twp., have been renewed
as follows: single vehicle, 15
tonnes; combination of two vehi
cles, 22 tonnes; combination of
three vehicles, 25 tonnes. The
restrictions are posted at both ends
of the bridge.
Morris will soon advertise for a
dog counter for the township, with
all applications being reviewed on
February 3. In 1986, licence fees
for the first male or spayed female
dog was $5; for the first female,
$10; for the second male or spayed
female, $10; and for the second
female, $20. No decision has been
made on fees for 1987.
The provincially-appointed
Grasby Drain Tribunal will meet at
10:30 a.m., January 15, at the
Morris Twp. office. The meeting is
open to the public.
The annual Assessment Office
Open Houses will be held from 1
p.m. to 8 p.m. on both January 28
and 29, also at the municipal office
on County road 16.
In other business, approval was
given for Reeve Doug Fraser and
councillor Clem McLellan to attend
the annual meeting of the Rural
Ontario Municipalities Associa
tion (ROMA) at the Royal York
Hotel in Toronto on February 8-11.
Also, Morris and East Wawanosh
councils will meet at the Belgrave
Arena at 8 p.m., January 22, to
review the townships’ recreation
agreement.
The next meeting of Morris
Council will be held at the
municipal office at 7 p.m. on
Tuesday, February 3.
County engineer hired

Huron County Council last week
unanimously approved the ap
pointment of Dennis Merrall of
London, Ont., as county engineer
and road superintendent.
Merrall who will begin his duties
Jan. 26 will receive a starting
salary of $52,000 a year plus the
standard county benefit package
and the personal use of the county
car.
fie will succeed Robert Demp
sey who has joined a private
company.
Merrall has been deputy county
engineer of Middlesex since 1978
in a roads department that employs
between 55 and 65 people.
Married with two teenage
daughters, he plans to move to
Huron County as soon as possible.
He told council that he was
looking forward to his new job.
“It will be a pleasure and an
honor to serve as your engineer,”
he said.
“You have a reputation for
having a good roads system and a
good roads department.”
MVCA to explain dumping controls
The Maitland Valley Conserva
tion Authority will be holding an
Open House for the residents of
Grey Township to review the
proposed fill line mapping and
regulations on January 21.
Landowners in Grey are urged to
take this opportunity to review the
areas where the dumping of fill will
be regulated and to discuss the
policies governing the placement
of fill in these areas with Conserva
tion Authority staff.
The Open House will be held in
the Township Office, just outside
of Ethel, from l-4p.m.and7-9
p.m.
The purpose of the proposed
regulations is to control the
dumpingoffill in areas where it
may cause flooding, erosion or
pollute rivers. These regulations
are intended to help protect the
rights of upstream and down
stream landowners who could be
affected by these problems. The
regulations are not intended to
prohibit all filling but rather to
control the type and quantity of fill
being placed in order to avoid
flooding, erosion and pollution. In
some instances the dumping of fill
would have to be accompanied by
appropriate erosion control
measures.
The fill regulations will be
applied to all those lands that are
located within the river valley of
the Maitland River, its tributaries
and headwater areas. Generally
the types of lands that are affected
include flood plains, wetlands,
steep valley slopes and the banks of
streams.
