In recent briefs to members of
parliament, the Huron County
Federation of Agriculture, through
its land use committee, made the
following recommendations.

STATEMENT
Southwestern Ontario is ,one of
the major agricultural areas in
Canada, having a large percentage
of Class 1 and II soil classifications,
moderate climate and a lack of
major urban encumbrances. This
should be regarded as a major
national resource.

urban demands, •proper agricultur-
ally oriented land use planning is of
the utmost importance.
When we speak of planning,. a
definite distinction should be made
between short term benefits to
individuals, (such as selling a small
iot of low grade agricultural land
for a building lot or retirement
tome), and ,"planning — long term
goals for an agricultural commun-
ity.
Chapter I of the report "Country-
side Planning, A Methodology and
Policies for Huron County and the
Province of Ontario". outlines the
dangers and disruptions caused by
urban development in rural areas.

2. The Federation of Agriculture
and other farm organizations must
demand a reasonable economic
return for farmers so they will be
encouraged to preserve farm land.
3. Farmers must be allowed to
carry on normal operations in an
agricultural area without fear of
interference, providing sound man-

regarded as a natural phenomenon.
b: Noise bylaws must not interfere
with farm operations at any time,
including night, Sundays, or holi-
days.
4. Severences for new residences
must be prohibited in rural areas,
to prevent gradual urbanization of
the rural community.
5. Huron County Federation of
Agriculture has serious reserva-
tions' on granting severances for
existing surplus residences.
b. Mobile homes should be
permitted only as part of a mobile
home park, or as a secondary or
primary residence where the occu-,
pant is actively engaged in
operating the farm.

wish to work for several years,

expansion may be permitted in, or
adjacent to existing towns; this
would allow a. limited urban
growth.
9. Priority should be given .to
maintaining as much natural cover
etc.
SUMMARY
Huron County is a unique area to
Ontario, possibly even in North
America, climatically and enviroln-
mentally suited for growing a
diversified line of crops; tender
fruits, vegetables, white beans,
and cereals; combined with viable
livestock and poultry enterprises.
As yet it is not seriously encumber-
ed with urban development. This
unique situation must be preserved
and protected by policies at all
levels of government, for present
and future generations.
IMPLEMENTATION
RECOMMENDATIONS
1. All township councillors, Huron
County Development Committee,
Township Federations of Agricul-
ture, and the County Planning
Department should receive copies.
2. Huron County Federation of
Agriculture should be prepared to
make presentations to township
Federations of Agriculture.
3. Huron County Federation of
Agriculture should have personnel
available to make land use policy
presentations to township planning
meetings.
