The Ministry of Environment has not permitted them to service the entire town because of the disastrous effect it would have on the river system in their area. When Councillot Ab. Murray suggested that the town of Goderich has been permit- ted to build all the sewers they like, Ross pointed out that Goderich is on Lake Huron "which is the biggest lagoon" you could want." Councillor Ab Murray said he had hoped the town would some day be completely serviced. "It was my idea for the past four years to get sewers 'to attract something which will be good for Lucknow," said Murray. "We have nothing in town now. If we don't have sewers, we'll never attract something like a motel." Ross suggested that motel built in the core area of the village could be put on the system because the system has been designed with some surplus to accommodate residential growth in the serviced area. He' said .a 25 unit.- senior citizen. Apartment building, constructed in the core area, could be accommodated. If an industry were to locate in the village it would be up to them to construct the necessary septic system. Ross noted that if the sewage works proposed by the town were constructed and were operating effic- iently after five yeari, additional effluent could be treated and disposed in the land area adjacent to the land being used by the proposed system. He suggested council buy the necessary 15 acres required for the sewage system and the adjacent 15 acres as surplus. An industry wishing to use the treatment plant would have to pay for any capital costs to build an addition to the plant and to lay sewage pipe from their location to the treatment plant. You hook onto 'thee sewers and your problems are over." Ross explained that Ministry of Environ- ment regulations will not permit the entire town to be serviced because of the controls placed on p011uting the river. Engineer Stephen Burns, who prepared the preliminary design report for the village's sewage works, told council the user service rate will probably be between $200. and $250. He said the fee for residents of the village who are not serviced will be. about $20. a year. Councillor Eldon Mann pointed out that the resident who pays $20' a year will never have the chafice to hook onto the system. "He's paying to upgrade the village," said Burns Ross.
