Gower spoke openly about his disillOsion- ment with the board in an interview with Cath Wooden of the Goderich Signal,Star last Week. . Gower commented in the interview "What we have is a well.organized administration with little regard for,trustee input.„ail the trustee is is a rubber stamp." Gower claimed individual input on the beard is impossible. "A trustee has no authority other than during the board meeting. I couldn't become personally involved because any point of view of mine had to be the collective point of view of 16 trustees." Gower said he was also reprimanded for speaking to the press by director of education D. J, Cochrane:.Only the chair man is allowed to speak to the press. Part of the problem said Gower is the guidelines a. new trustee is given, to follow when he or she is elected. The guidelines state "a trustee's role is not to roll up his sleeves and do". A member simply has to attend board meetings to collect his salary- . Turn <to page ft* Lucknovv Village Councillors learned at their Oetober 14 meeting that the sewage works proposed for the. core of the village Cannot be expanded to service the entire -village. M. Ross. and Associates; Lucknow's engineers, have, prepared a preliminary design report for the village's sewage works, which is to be submitted to the Ministry of, Environment' for 'their approval, Burns Ross 'and Stephen, Burns-.repres Lucknow Village Connell approved the preliminary design report for the Village's sewage works when they met October 14., The report, prepared byti. M. Ross and. Associates, will now be submitted to the Ministry of Environment for their approv- al along with applications for grants to Subsidize the capital costs of the project. - The report calls for construction of a sewage collection system, including .in services throughout the commer- cial core area and then north along Stauffer and Inglis Streets to Gough Street; a pumping station with stand-by power and .a sewage treattrient plant, including land disposal of effluent. ' The total estimated cost of the project is $1,287,055. . ' The , village is eligible for two separate grant programs both administered by the inistry of Environment. A 'Community ervices Contribution Program grant I would provide a 16.7 per cent subsidy for eligible components of the project. A ministry Direct Grant, is also avail- able. The amount of this grant is estab dished upon the Ministry's evaluation of the following factors which concern the project's effect on public health, envir m - onental protection, accommodation of growth and community enhancement. The amount of the grant will vary up to A maximum of 75 per cent of the net project cost which is the total cost minus the Contribution of the Community Services Contribution Program available. The capital costs, not funded through grants and all operating costs must be paid by the muniCipality. This money would be raised by debenture and col- lected from those who benefit from the sewage works through a rate made up of sewage service rate, frontage rate and connection charge. 11, M. Ross engineer, Stephen Burns who prepared the Luck- entatives of the engineering firm, attended the:council meeting to present the report and discuss its proposals with the council. The sewage works project includes construction of a sewage collection system including individual services throughout the commercial -,core area and then north along Stauffer and Inglis Streets to Gotigh Street. The system will serve the central area. of the Vill4e and. adjacent low. lying areas which, have. ..had.-4-.43eurnented problems • with now report, estimates user charge will be between $200 and $250 year, Non-users charge will be approximately $20 a year. The proposed sewage works are intended to-serve the central area of the village and adjacent low lying areas. These locations, have had documented problems with existing septic systems since 'at least 1958. Water pollution surveys conducted by both:the ministry of the Environment and Bruce County Health Unit indicated that, the. Lacknovv River is being polluted ' because of direct discharge of raw sewage and leaching of saturated tile beds. This problem has been apparent since_ at feast 1958 when discussions with Public Health and Ontario Water Resour- ces' Commission personnel were first held. The area to be serviced is general rlow lying land and soils in the 'drainage area have poor natural drainage and consist Of black organic material over vaiing depths of sand or clay with low permeab- - fifty. In addition, most existing lots are too sniall in size to permit construction of adequate on-site disposal systems. The proposed facilities are not design- ed to ptormit expansion of the system beyond the service area considered in 'the report because the requireMent for land disposal of effluent is a. limiting factor. Stephen Burns, engineer, did say hovev- er, if the system is constructed and operates well after five years, some additional servicing may be done but this would be for residential expansion within the cove area serviced in the original plan. ' The PrOposed facilities are not designed hOwever; to permit expansion of the system p. Campbell St. beyond the service area currently being considered.
