12% increase in Morris
Morris Township council had to
meet for a total of six and a half
hours in a marathon session over
two days during the first week in
July in order to deal with the
mountain of business before it. A
special meeting was held on
Monday, July 4, in order to clear
away the majority of business so
that the regular session of council,
on Tuesday, July 5, could deal with
the township’s 1988 budget.
Atthattime, council passed a
budget which calls for a 12 per cent
overall increase in revenue to be
raised through taxation in the
current year. This comes after two
years in which Morris Twp. taxes
fell well below the rate of inflation
making the average increase over
the past three years at just 4.8 per
cent per year.
The township as a whole will see
an increase of 11 per cent in the
amount of money to be paid by
taxpayers for Huron County pur
poses, while the requisition for
Huron County Board of Education
jumps by a whopping total of 26.2
per cent (12.7 per cent at the
elementary panel and 13.5 per cent
at the secondary level). The impact
on separate school supporters is
slightly less: an overall of a 21.1 per
cent increase across both panels.
To raise the necessary tax
dollars the 1988 mill rate has been
set at a total of 15.9 mills for a
residential or farm ratepayer
supporting the public school sy
stem; at a total of 18.7 mills for a
commercial or business ratepayer
supporting public schooling; and
at 16.1 mills for a residential or
farm ratepayer supporting the
separate school system. Morris
Township has no commercial
separate school supporters at the
present time.
Taxpayers can determine the
total amount they will be charged
by multiplying their property
assessment by the appropriate mill
rate, and dividing the total by 1000
(a mill is equal to one one-thou
sandth of a dollar).
Therefore, a public school sup
porting ratepayer with a home
assessed at $50,000 will pay a total
of $795 in property tax in 1988;
while a separate school supporting
ratepayer with a farm property
assessed at $100,000 will pay a
total of $1,160.
This year ’ s budget was prepared
much later than in previous years
because the implementation of the
new market value assessment
system has caused a delay in
municipal clerks receiving their
assessment roles.
As a result, Morris Township
council billed ratepayers before
the final budget was prepared. The
amounts due on the preliminary
billing .which were due by J une 24,
were based on 50 per cent of the
taxes each ratepayer paid in 1987.
Township ratepayers will now be
billedforthe remainder of their
taxes, which will be due by

wins big
Steven Beane, RR 1, Brucefield,
is one of six 4-H members in
Ontario to receive the Petro
Canada 4-H Youth Leadership
Award. Petro-Canada presents
these $1,000 awards annually to
4-H members who have demon
strated outstanding involvement
in local community betterment
activities.
Steven, son of Lawrence and
Ruth Beane, is a graduate of
Central Huron Secondary School,
Clinton. Besides his extensive
involvement in 4-H both at the club
and county levels, Steven is also
active in church and school activi
ties. He hopes to use the scholar
ship to help fund his post-secon
dary education.

Because of the new assessment
system now in place, the numerical
value of the 1988 mill rate will differ
greatly from the numerical value of
it in previous years, which could
cause some confusion. But with the
implementation of one county
wide assessment system, taxpay
ers all across the county with a
similar assessment will pay the
same rate for county and education
purposes, regardless of the com
munity in which they live. This is
the first year in which full market
value assessment has been used in
Huron County.
A rather large increase in the
budget for township purposes can
be partly attributed to an effort on
council’s part to rebuild the
financial reserves depleted by the
construction of the new township
building in 1986. These reserves,
which will stand at $160,500 by
year’s end (up from $90,500) are to
be used for future capital and
expenditures and/or emergency
funding.
The next meeting of Morris Twp.
council will be held on Thursday,
July 28, starting at 7:30 p.m.
