Tax reform delays tax, Morris sends interim bills Morris Township council has authorized an interim tax billing for late June. The interim billing is necessary because changes currently under­ way to county-wide market value assessment of property mean that tax roles will not be available until at least late May, according to township clerk-treasurer Nancy Michie. The interim billing will be for 50 per cent of the 1987 property taxes, foratotal of $331,680, Mrs. Michie said. She added that without the interim billing, the township would have to borrow money to keep up with its expenditures. The final tax installment will be due the last Friday in November, as it has been in past years. The interim payment is due June 24. Still with taxes, council decided to have the tax bills prepared by a computer firm, at a considerable saving over manual preparation, Last year it cost the township $1,300 to process one billing manually, Mrs. Michie said, as compared to $500 for one computer billing. However, she noted that she will still go over the tax bills before they are sent, just to check them. In other business at the April 5 meeting, council discussed the feasibility of setting up a recycling systemforthe MorrisTwp. landfill site. A letter will be sent to Brusselscouncilonthe subject, requesting input on the project. Morris agreed last month to take part in a waste recylinc project tobe implemented at the Grey Twp. landfill site near Walton this fall, which is used by about 10 per cent of Morris Twp. reisdents. The remainder of Morris residents, as well as those in the village of Brussels, use the Morris site just north of County Road 16. Third and final reading was given and a by-law passed allowing for the construction of the Bone drain, and later Andy McBride of Maitland Engineering was present for the opening of the five tenders received for the construction of the drain. After reviewing the tenders, council awarded the contract to Barry Weigel Drainage Ltd. of Mildmay at a cost of $15,922, the lowest of those received. The Weigel tender proposed the con­ struction take place September 1 to October 15, but Mr. McBride said he would speak to the affected landowners concerning the start­ up date. Mr. McBridealsotoldcouncil that he hopes to survey for the Nichol Drain, Branch A as soon as possible, andwould present his report in May, but noted that he still had to meet with the landown­ ers a second time. Stillon drainage, council was presented with the preliminary report on the Blackhall drain, with a hearing of the report called for April 19. As well, the petition for drain repair submitted by Bill Sellers of Concession 3 was accepted; and Reeve Doug Fraser reported that the drainage pro- blemreported by Emerson Mit­ chell of Concession 10 could be resolved by the township providing the tile for the Mitchells to install. In other business, clerk-treasur­ er Nancy Michie advised that the general grants for the township will be $100,671 for 1988, up from $98,697 in 1987. At this time, a grant of $350 was approved to the Twp. of Turnberry to offset expenditures in the operation of the Bluevale Cemetery and a grant of $150 was approved to the Brussels Agricultural Society; but a grant of $629.52, requested by Tuckersmith Twp. towards the operation of the Vanastra Recrea­ tion complex, was tabled for the time being. PAYS DEFERRED RECREATION GRANT In addition, the township ap­ proved grants to the Morris Recreation Committee, to be used as follows: $4,000 to the Brussels, Morris and Grey Community Centre for 1988; $1,000 to the BMG Centre as a deferred payment from 1987; $125 to the Bly th Festival Theatre, and $500 to the Bluevale Recreation Committee. Authority was also given to Reeve Doug Fraser and clerk-trea­ surer Michie to sign the final management agreement for the Blyth Community Centre Board, at a meeting which took place in Blyth on Friday. Council reviewed the employ­ ment of roads employee Bob Dickert and passed a motion that he be hired on a permanent basis, with his wages increased to $10/hr., effective from April 1. Road superintendent Lloyd Michie was also authorized to hire a student for the summer, at a wage of $5.50/hr. Mr. Michie was authorized to advertisefor tenders for 25,000 yards of pit run gravel for the boundary road between Turnberry Twp. and Morris; and for 10,000 yards for various locations in Morris. Tenders will be due April 29. Chief building official Leo San­ ders was authorized to issue building permits to Fred Brewer for a residence at Lot 26, Cone. 1; to Keith Montgomery for a residence at Lot 1, Cone. 1; and to the Garniss brothers for a storage shed at Lot 11, Cone. 3. Council was also notified that severance applications for the following have been approved by the county: Eric Walden for Lot 1, Cone. 1; Freda Pipe for Lot 22, Cone. 6; and Pierre Rammeloo for Lot 6, Cone. 9. Road accounts totalling $18,032.08 were approved for payment; as were general accounts totalling $19,021.85.
