Discussion to continue when councillor returns Morris Township Council which is stinging over a story which appeared in The Citizen March 9 headlined “Brussels unhappy over Morris’ default,” decided at its March 14 meeting to discuss the issue further when deputy reeve Clem McLellan, the township’s representativeonthe Brussels, Morris and Grey recreation board, returns from holiday in early April. The story was the result of a motion passed at Brussels council March 7, and subsequently report­ ed by The Citizen, that the village meet with Grey Twp. todiscuss what it alleged was a shortfall in funding from Morris to the joint recreation agreement. At its regular meeting on March 14, Morris Twp. council indicated that Brussels council should have contacteditbeforebringing the matter up in an open meeting, a point of view reiterated by Morris councillor Howie Morton later that evening when he told The Citizen that his municipality had the permision of the BMG recreation board before revising its 1987 levy to the board from $4,000 to $3,000. Neil Edgar, a member of the Wingham and Area Recreation Master Plan Committee attended Morris Twp. ’s mid-March meeting to present the terms of reference for the recreation study. He explained that if the terms of reference were adopted by Wing­ ham town council, the committee would hire a consultant to prepare a recreation needs study for the area, which would in turn be presented to the councils involved. Mr. Edgar said that his committee had already received four bids for the position of consultant. At the same meeting, represen­ tatives of both the Frank Cowan Co. and Cardiff and Mulvey Insurance Co. were in attendance to present their 1988 insurance reviews tocouncil; council later passed a resolution approving the Frank Cowan proposal for 1988. The cou rt of re vision for the Bone Drainwasheld at 3p.m..during the regular council meeting, with Reeve Doug Fraser acting as chairman and ratepayers Tom Miller and Bernard Thomas in attendance. No comments or ap- peals were received, and council passed a motion that Maitland Engineering tender for construc­ tion of the drain, with tenders due on April 5. Reeve Doug Fraser advised road superintendent Lloyd Michie that Allan Searle of RR 3, Walton, had asked that sideroad 20-21 at concession 10 be re-opened;'coun- cil authorized clerk-treasurer Nan­ cy Michie to apply for a student during F.E. Madill Secondary School’s work week, April 11-15; and to advertise that loans are now available to homeowners under the Home Renewal Program. Council was informed that a meeting to discuss waste disposal recycling methods has been called at the Grey Twp. municipal office at 7 p.m. March 22; it was also informed that approval had been granted to the Ministry of Natural Resources to dispose of paper waste from tree seedlings at the Morris landfill site, at no charge, for. approximately three weeks. The next meeting of Morris Council will be held at 7 p.m., April 5. Canadians need attitude change Continued from page 1 treatment by farm employers. Noting one farmer had kept the same hired manforyears Mr. Grant said he asked him why he had managed to hold onto his man so long and the farmer said thatafter milking is done they usually spend an hour or so out snowmobiling. Farmers mustlearn, he said, that when a worker is trained he or she is as important a part of the farming operation as the tractor. Farmers must make people feel they are important, that they feel part of the operation. He said Canadians need an attitude change. In Europe people look atfarmers as professionals with great esteem the same as dentists or doctors. In Canada the publiclooksatfarmersand sees long hours and low wages. In Europe a farm labourer works as an apprentice for seven years before he is allowed to buy property, Mr. Grant said. Perhaps it was a mistake leaving agricultural workers out of the provisions of the employment standards act, hurting farmers in the long run, he said. If workers were covered by the act agricultur­ al labour might seem more invit­ ing. Perhaps if there was a downturn in the economy getting workers for farms might be easier but at present farmers can’t compete for wages. “Itscares me. It’s a real concern of mine. People don’t want to do it (work on farms) in the numbers they used to.” He said groups such as the Ontario Federation of Agriculture and various commodity groups must be enlisted to try to change the image of farming. 10%% 5 month 10,000 min.
