HFA seeks county grant With townships switching from a levy system to a grant system of supporting the activities of the Federation of Agriculture over the years the Federation has been left short of money, representatives of the farm group told Huron County Council Thursday as they asked the county to pick up the loss in Independently owned and operated. Chris Palmer, of East Wawa- nosh, first vice-president of the Huron County Federation of Agri­ culture explained to councillors that under the old levy system townships would add an extra portion of tax to each farm to finance local Federation work. Because of the complexity of the calculations involved, townships switched to a more convenient grant system but the grants haven’t kept up with costs. If the levy system was in place, he said, $16,870 would be raised for Federation work. Grants bring in $6,000. He asked the councillors to consider making up the difference. He pointed out that the local federation is a voluntary group with only the secretary being paid. Directors do not get per diems and usually don’t even turn in their phone bills, he said. He estimated his own phone bill at $200-$300 annual on Federation business. Neighbouring counties of Bruce and Perth give grants to their county Federations he said. Asked by Lionel Wilder, Reeve of Hay, aboutthefact that there are 1,625 members of the Federation in Huron each paying a $100 membership for a total of more than $160,000, Mr. Palmer ex­ plained that only $5 of the $100 fee stays in the county. The rest of the fee goes to support the work of the Ontario Federation of Agriculture which fights for farmers at the provincial and federal levels. The grant from the county would stay in the county for its own work, he said. ClaurenceRau, Reeve of Stanley township asked about the status of a proposal for a compulsory membership for all farmers in the province. Mr. Palmer said the proposal is in the hands of Jack Riddell, Minister of Agriculture. The OF A and the Christian Farmers Federation had united in asking for the plan he said. With two-thirds of farmers getting the benefits of farm organizations which are being paid for by the other third it was unfair, he said. The money from the compulsory fee could be directed to a group of the farmers’ choosing or to a pool if the farm supported non of the organizations involved. Mr. Palmer outlined some of the concerns of the HFA including waste management, erosion, poll­ ution on local waterways some of which is caused by farm factors, the provincial right-to-farm legis­ lation and income tax changes. He said Finance Minister Michale Wilson seems to be out for blood with his tax proposal for farmers. He seems to be trying to catch doctors and lawyers who write off the costs of their hobby farms against off-farm income but in the process is nurting legitimate farm­ ers, Mr. Calmer said.
