Grey Twp. supports county tax reform Grey Township Council held its regular meeting on January 18 and one of the major topics of the meeting was the proposed county­ wide reassessment. Council de­ cided that the fairness of the proposed county-wide system out­ weighed the negative aspects of the system, and Council passed a resolution endorsing a county­ wide reassessment under either Section 63 or Section 70 of the Assessment Act, with preference being given to Section 70. A Section 70 reassessment would assess all properties on full market values (on a 1984 base year) and would eliminate the present factoring system which is present­ ly used to reduce assessments. A Section 63 reassessment would still retain the present factoring system. The Section 70 system was favoured by Council over Section 63, because itwas felt that full market value assessment would be easier understood by ratepayers. The new system would mean an increase of26 percent in taxes for a Grey township owner of a house assessed at$50,OOOand a lOper cent increase to the owner of a farm assessed at $90,000. The provin­ cial government will provide grants to help phase in the increase to property owners over a three year period. The 1988-89 insurance package was presented to Council for review by Keith Mulvey and Doug Sholdice of Cardiff & Mulvey Real Estate and David Reed of Frank Cowan Company Limited. Several minor changes were requested and the insurance premium will amount to approximately $16,300, whichisafivepercentdecrease from the 1987-88 premium. Council passed a by-law which appointed Gary Earl and Stewart Steiss as Fire Chief and Deputy Fire Chief respectively of the Grey Township Fire Department. The appointments were made neces­ sary when John Engel had asked to be relieved of his duties as Fire Chief because of work commit­ ments. Reeve Armstrong gave a report toCouncil on County Council briefs and business. In other business, Council approved a grant of $300 to the Brussels Agricultural Society for the 1988 Fall Fair. The next regular meeting of Council is scheduled for February 1st at 10 a.m. Farm record keeping seminar planned Farm families in Huron County are invited to a one day workshop on keeping financial records on the farm and analyzing the farm business. The seminar date is Friday, January 29, 10 a.m. at the OMAF office in Clinton. Program includes completing the year-end financial statements, taking an inventory, completing a farm balance sheet, adjusting the cash income statement to the accrual basis. Also covered will be preparing a farm plan and cash flow and analyzing the farm business using your records. The workshop will help producers in completing the necessary statements required by creditors, and the various govern­ ment programs like OFF1RR, BFAP and the new Ontario Farm- Start program.
