planning for future eduCation, yet
accommodating the present stud-
ents and their numbers. ' In
Kinloss, there are less than half of
the ,number of 6-year-olds • than
there are 14-year-olds, indicating a
declining school enrolment in years
ahead. And despite this factor,
which is apparent all over the
county, Bruce's demands "for

classroom space continue to be
'high: because of the Bruce Nuclear
Development Project.
So the board hesitates to provide
permanent accommodation for
these students when all indications
point. to less need of space in the'
future. 44 portable classrooms are
in 'use in the Port Elgin-Kincardine
area.

Details of the three hour meeting
could fill many pages of the paper,
but space limitations allow us to
summarize some of the problems
Which were presented at the
meeting,
There appears to ' be some
resentment at the fact that two'
appointments were made to council
instead of calling an election in mid
term. It was explained that, in
checking with the municipal .regu-
lations, an eleCtion could not have
been called until the early part of
the year, given the necessary
notice, and falling in line' with•
established electoral procedures.
Members of council felt that this
would leave them short Jiandecl of
two men for too' long a period and
that they should :use the appoint-
ment method which is accepted
procedure. There was also some.
resentment that appointments
were not made from unsuccessful
candidates in recent elections,
instead of two men who had not
contested the last election.
Regulations used to require that
unsuccessful candidates, in order •
of their finish, be asked to serve
but the municipal act no longer
states this and • council can make '
the appointments of their choice: •
Personnel probleins` in the road,
department of . the township were
brought to the floor on several
occasions, with some .ratepayers
expressing the feeling that better
management was needed.
There is much concern by school
supporters in the north end of
Kinloss . who . do not want their
family attending school In Kincar-
dine. Wingham seems to be the
choice of many of these families,
but the age old problem of the fact
that Wingham is in Huron County
and Kinloss is in Bruce immediate-
ly puts a fly in the ointment. In all
the forward strides of, county
education, there has never been a
realistic solution to border prob-
lems, and who knows them better
than this community. Students in
the north of Kinloss, who want to
go to Wingham, must pay a
substantial tuition from their own
pocket. while still paying regular
school` tax in Kinloss, which is not
refundable under such circum-
stances.
Is Lucknow the only elementary
school in Brute County where
students, upon graduation, go to a
variety of secondary schools?. was
the question of one mother.
The Ontario Ministry of Educa-
tion presently dictates policy of
these matters.
A Kinlough storekeeper, William
Haldenby, stated that he paid
commercial taxes on his property
and that being on the corner of the
County ROad, and the 12th of
Kinloss, he found the township
snow plow dumped excess snow on
his property when making the turn.

many reasons when it happened,
but no offer of a suggestion how it,
might be corrected.
Answering to the criticism of
the amount of road work done in
Kinloks by the county, Reeve Leo
Murray, a member of the county
