Productivity has becorne
an overworked word. Politi-
cians and economists give the
'impression that improving it
will solve everything. Yet the
accepted defthition ,(output
per employee) is highly mis-
leading. The term "product-
ivity" 'needs to' be defined
differently...

Measuring output solely
in terms, of employees' ,pro-
ductivity implies an auto-
matic bias toward large, capi-
tal-intenSive firms. Through
special concessions - capital
cost allowances .and fast
write-offs - the tax, system
reinforces, this' bias by en-
couraging these firms. to re.-
. place men with machines.

If productivity were mea-
suyed as output in terms of
-capital employed, measure.
ments would be biased in
favour of small firms which,
are labour-intensive. Com-
paring the prpductivity of
big and small businesses' is
like comparing apples to
oranges..

Any fOrm 'of monopoly
power will produce apparent
gains• in productivity. Ac-
quiring or merging with com-
peting companies and thus
improving profit 'through
higher prices will appear to
raise productivity: So will
creating barriers to the entry
of new ventures: So will the
proliferation, under the im-
pact of massive advertising,
of consumer products which
