should be about the same, he said.
Mr. Bowers said the province_
shifted about $1• million- of the
board's budget on to local taxpay-
ers last year and the larger,
extraordinary expenses grants are
only a partial step back, •
"All the ministry is doing is
correcting a gross inequity
to boards with larger debenture
debts and transportation costs,"
Mr. Bowers said. He said the
ministry cutbacks 'hit boards with
heavy student busing and mewl,
building costs harder than the
other boards.
Boards like Bruce, , which is
having to add schools to handle the
influx of Workers at the nearby
Bruce nuclear power development
at' Douglas Point and have farther
to take students, were hit particul-
arly hard.
He . said 12 per -cent of the
board's budget is &pent on
transportation, making-it one of the
highest cost-per-student boards in
the province..
The Bruce Board put a great -deal
of pressure on the ministry to
change the grant scheme Mr.
Bowers said. •
The final grant regulations are
expected at the end of October, and
Mr. Bowers said it is unusual for a
preliminary notification to be given
this early in the year.
' He said' the earlier the better,
but to make up its final requests for
grants, the • board also needs the,
regional assessment figures and
they usually are not released before
December.
The board also needs a total
enrolnient at its schools as of last
Thursday and those statistics were
given to the board at Tuesday's
meeting. • • •
Overall, the Bruce board found it
has 108 more students than last
year, although there were declines
in several areas and.a general drop
in the county birth rate.
The biggest decline was at
Walkerton District Secondary
School, which lost 31 students,
while Saugeen District Secondary
School in Port Elgin had the largest
increase with 93.
Kincardine District Secondary
School gained 46 students.
The increases at the high school
were credited to The population
boom in the two towns because of
the Douglas Point development.
A similar boom in Kincardine
public schools was prevented by
the' opening of a new •separate
school, but the Port Elgin public
,school enrolment increased by 66.
"The growth of 108 shown on
paper is• really greater 'than it
seems," Mr. Bowers said,. consid-
ering the decrease in students
entering the system at kindergart-
en level and the loss of about .105
students to the separate school.
