The budget, up 14.5 percent from 1975 spending levels, includ- es a $200,000 reserve fund to help offset the increase in local levies which will total nearly $4.8 million. The board passed its budget at a special meeting to which it had invited about 50 local elected - officials. Board chairman Herb Turkheim said the board "has done its utmost • to pare our hudget to the bare bone. To cut any more would be , irresponsible.' The cutbacks, he said, should not harm thefl quality of education. Major increase in the budget is a 21 percent rise in the cost of instruction, which includes teach- ers' salaries and supplies. Total cost of instruction will be $13,479,- 658, an increase of more than $2.3 million from last year. The hoard achieved major spend- ing cut g by reducing the cast of education services by 31 percent, operating expenses by 22 percent and non-operating expenditures by nearly 13 percent froth 1975 levels. , It also reduced by 88 percent the amount to be spent on replacement of equipment. - Trustee John Elliot of Blyth, ,chairman of the board's budget committee, said a 30 percent salary increase awarded to teachers last, year contributed to the increased cost of instruction. He also noted that provincial grants will account for 71 percent of the board's revenue, compared with 75 percent last year. That "eduction in the level. of assistance, le said, will cost the board about i860,000, whieh has' to be raised Asewhere. , Business administrator Roy Dun- lop said the levies against the county's 26: municipalities should be calculated and sent to clerks, within a week.
