Morris gives $10,000 to Belgrave arena During a closed meeting of Morris council on November 26, it was decided that the township would donate $10,000 towards the Belgrave Community Centre pro­ ject, being spearheaded by the Belgrave Kinsmen Club. Reeve Doug Fraser said in an interview that Council felt they should donate something towards the project because there are many Morris Township residents using the facility. It was last May, that the Kins­ men announced the project and at that time they requested a grant of $20,000 from East Wawanosh and Morris Townships. The new facility would replace the front of the present structure and would con­ tain new washrooms, kitchen facili­ ties, change rooms and meeting rooms. The community centre on the East Wawanosh side of Bel­ grave will also house new offices for East Wawanosh. The estimated cost of the project, excluding the township offices is $270,000. Morris Council had originally stated that they would hold a public meeting before making any deci­ sion. They felt that it was a large sum of money and they had never given more than $5,000 before for recreation purposes. Council had proposed at one time that they might give the portion of the funding as a grant, with the remainder to be raised by a special tax levy. However, this resulted in the Kinsmen withdrawing their request last month. The Club did not want the money to be raised on a tax roll. Council made its decision with­ out a public meeting being held, as they didn’t feel there was a need, Mr. Fraser said. The fact that it was in closed session and the decision was made should not be an issue either, he feels. “We can sav a lot of things but the end decision is what is important.’’ Mr. Fraser also said that if more funds were needed Council would be willing to raise the money through a special levy. Kinsmen President Mike Malhoit, said that the club is pleased with the amount of the grant and appreciated the township’s generosity. The rest of the funds will be raised through club projects, he said. What every tenant and landlord should know about Ontario’s rent control plans. The Ontario government plans to replace the current rent review system with rent control. There will be full public consultation on this new system of rent control with tenants, landlords, munici­ palities and interested groups and individuals throughout Ontario. Meanwhile, the Ministry of Housing has introduced legislation which will limit rent increases while the government develops a new system of rent control. This is a temporary measure. It will limit most rent increases to the guideline of 4.6% for 1990 and 5.4% for 1991. It will apply from October 1,1990. The changes are not yet law in Ontario and further information will be publicized as it becomes available.
